Water - there are several things that builders can be requested to do to save water. 1) Fit w.c's with economy valves. 2) Fit<br />

showers instead <strong>of</strong> batchs as a first option. Energy - lay 240mm thick insulation in l<strong>of</strong>t areas.<br />

Local Authorities can only do so much by imposing requirements upon developers. This main objective should be to<br />

constantly educate the public on the benefits <strong>of</strong> efficiency in respect <strong>of</strong> water, fuel and energy consumption. Whilt a<br />

developer can inst<strong>all</strong> efficient systems, they will not serve their purpose unless used in an efficient way by the occupants <strong>of</strong><br />

the buildings. Hence the Council needs to target residents and employers, rather than developers.<br />

It is good to have this requirement. For instance the requirement for new houses to have a water meter led to me accepting<br />
