One fleet-vehicle option is the electric vehicle (EV). EVs are<br />

<strong>an</strong>ticipated to provide three benefits <strong>as</strong> compared with cars powered by<br />

the internal combustion engine: reduced airborne emissions (improved<br />

urb<strong>an</strong> air quality); reduced energy consumption per vehicle mile<br />

traveled; <strong>an</strong>d, reduced use <strong>of</strong> petroleum <strong>an</strong>d dependence on <strong>for</strong>eign oil.<br />

The accuracy <strong>of</strong> marketing claims <strong>of</strong> EV <strong>an</strong>d battery m<strong>an</strong>ufacturers w<strong>as</strong><br />

uncertain. There w<strong>as</strong> a need to obtain <strong>an</strong>d disseminate some first-h<strong>an</strong>d<br />

in<strong>for</strong>mation about the practicality <strong>of</strong> this Alt-Fuel option.<br />

An indication <strong>of</strong> fleet r<strong>an</strong>ge requirements <strong>an</strong>d vehicle use patterns<br />

w<strong>as</strong> presented in Tr<strong>an</strong>sportation Research Record 1049. [1] The 1985<br />

study by Mark R. Berg (Berg) addressed commercial sector fleet vehicles,<br />

not government fleets, but the findings are suggestive <strong>of</strong> the situation<br />

in government fleets. Berg stated, “There is no adequate theory to<br />

guide the estimation <strong>of</strong> the extent to which EVs might actually penetrate<br />

their potential markets.” The publication presents a method <strong>for</strong><br />

estimation <strong>of</strong> the substitutability <strong>of</strong> EV technology in fleets.<br />

Berg wrote that the trip patterns <strong>of</strong> a fleet could be <strong>an</strong>alyzed to<br />

determine where electric vehicles c<strong>an</strong> be substituted, b<strong>as</strong>ed on typical<br />

miles-per-day (mpd) requirements. Fleet vehicles c<strong>an</strong> be segregated into<br />

four daily-r<strong>an</strong>ge groupings: less th<strong>an</strong> (
