BOOK ONE — INTRODUCTION<br />
“He will understand me, for he has been brought up to be <strong>the</strong> judge <strong>of</strong> great<br />
things...To <strong>the</strong> Kaiser I will say: Let my people go! We are strangers here; we are<br />
not permitted to assimilate with <strong>the</strong> people, nor are we able to do so. Let us go! I<br />
will tell you <strong>the</strong> ways and <strong>the</strong> means which I want to use for our exodus, so that<br />
no economic crisis or vacuum may follow our departure.” 107/<br />
Hirsch asked where <strong>the</strong> money to pay for all this would come from; Herzl replied he<br />
would set up a “Jewish National Loan Fund <strong>of</strong> ten million marks.” After hearing Herzl’s plans,<br />
Hirsch called it a fantasy, saying, “<strong>The</strong> rich Jews will give nothing. Wealthy people are mean<br />
and care nothing about <strong>the</strong> sufferings <strong>of</strong> <strong>the</strong> poor.” 108/ While Hirsch suggested he would sacrifice<br />
everything, he expected all o<strong>the</strong>r Jews to do <strong>the</strong> same. He promised to meet Herzl again. Herzl<br />
wrote in his diary, “It is working itself out through me. 109/ It would be an obsession, if it were not<br />
so rational from beginning to end.” 110/<br />
Parts <strong>of</strong> <strong>the</strong> address Herzl planned to give were not intended for <strong>the</strong> general public, only<br />
for <strong>the</strong> Rothschilds, playing <strong>of</strong>f his fortunes ill-thought <strong>of</strong> by <strong>the</strong> gentile world: it should be made<br />
to serve a sacred purpose; “to sanctify <strong>the</strong> Rothschild money by <strong>the</strong> good it served,” 111/ becoming<br />
<strong>the</strong> financial means <strong>of</strong> an immense migration <strong>of</strong> Jews to a land <strong>of</strong> a Jewish State. “We are<br />
talking about a simple old matter — <strong>the</strong> exodus from Egypt,” Herzl said to Hirsch. 112/<br />
Herzl read his address to a friend, Friedreich Shiff, “an educated Jew, doctor, and<br />
journalist.” Shiff’s “opinion was that Herzl’s ideas were <strong>the</strong> result <strong>of</strong> a nervous breakdown,” and<br />
declared unhesitatingly that <strong>the</strong> author was making straight for <strong>the</strong> madhouse.” 113/ It was an<br />
opinion which had a pr<strong>of</strong>ound, depressing effect on Herzl, who complained <strong>of</strong> <strong>the</strong><br />
“smallmindedness <strong>of</strong> <strong>the</strong> Jews,” and writing to Hirsch: “For <strong>the</strong> present <strong>the</strong>re is no helping <strong>the</strong><br />
Jews. If someone showed <strong>the</strong>m <strong>the</strong> promised land, <strong>the</strong>y would sc<strong>of</strong>f at him. For <strong>the</strong>y are<br />
demoralized...We shall have to sink still lower; we shall have to be more widely insulted, spat<br />
upon, mocked, beaten, robbed and slain before we are ripe for <strong>the</strong> idea....” 114/<br />
During <strong>the</strong> summer <strong>of</strong> 1895, Herzl actually met with <strong>the</strong> Rothschilds in Berlin and<br />
Munich, and o<strong>the</strong>r prominent Jews in Vienna, London, and Paris. (<strong>The</strong>re is no mention <strong>of</strong> how<br />
