BOOK ONE — INTRODUCTION<br />
<strong>of</strong>fering <strong>The</strong> <strong>Protocols</strong> to <strong>the</strong> world was to enlighten <strong>the</strong> Czar about this secret police and to<br />
favorable influence his policies toward that secret police and its usefulness.<br />
This anonymous Czarist employee/author, described by <strong>the</strong> Jews as a “forger,” is alleged<br />
to have adapted an old French political pamphlet written by M. Maurice Joly 162/ in 1864, titled<br />
Dialogue aux Dnfers intre Machiavel et Montesquieu, au la politique ay xixe siécle, 163/ (or,<br />
Dialogue Between Machiavelli and Montesquieu in Hell and, “<strong>the</strong> forgers took this pamphlet,<br />
substituted world Jewry for <strong>the</strong> French emperor, and added a number <strong>of</strong> picturesque details<br />
borrowed from an obscure [and unnamed] German novel.” 164/ In <strong>the</strong> French pamphlet, M. Jolly<br />
suggested Napoleon III had ambitions <strong>of</strong> world domination, but it did not make any reference to<br />
<strong>the</strong> Jews or to Judaism. 165/<br />

<strong>The</strong> Jews allege that <strong>the</strong> writer <strong>of</strong> Russian version <strong>of</strong> <strong>The</strong> <strong>Protocols</strong> had changed <strong>the</strong>se<br />
Joly/French “protocols” into <strong>the</strong> “protocols” <strong>of</strong> a conference <strong>of</strong> <strong>the</strong> leaders <strong>of</strong> <strong>the</strong> world Jewry<br />
meeting at that time, and that this meeting decided that, under <strong>the</strong> cloak <strong>of</strong> modern democracy,<br />
<strong>the</strong>y (<strong>the</strong> Jews) had already gained control <strong>of</strong> <strong>the</strong> policies <strong>of</strong> numerous European states, and were<br />
<strong>the</strong>refore very close to obtaining success in achieving <strong>the</strong>ir objective(s).<br />
It does not seem likely that <strong>The</strong> <strong>Protocols</strong> are a “Joly” imitation; Napoleon is not<br />
characterized by any historian as being a specific despot, he was a general despot, i.e., Napoleon<br />
only wanted power and domination, not <strong>the</strong> specific suppression <strong>of</strong>, as in this case, any particular<br />
religion. Indeed, Napoleon “emancipated” <strong>the</strong> Jews after his ascension to power and ultimately<br />
to Emperor, 166/ so no publication set forth as a characterization <strong>of</strong> Napoleon could reasonably<br />

would increase and <strong>the</strong> greatness <strong>of</strong> Israel would be raised, but <strong>the</strong>y would leave and take <strong>the</strong><br />
heart <strong>of</strong> Israel far from our Fa<strong>the</strong>r in Heaven. Hasidism greeted with suspicion <strong>the</strong> Napoleonic<br />
order to put an end to <strong>the</strong> ghettos in <strong>the</strong> lands France conquered.” id., p. 356.<br />
<strong>The</strong> Reader may now be surprisingly enlightened: Most non-Jews believe “Ghettos” are<br />
equivalent to “slums, deteriorated buildings, unfit for human living.” Not true. In Ford, Int’l Jew,<br />
Leo N. Levi, <strong>the</strong> president <strong>of</strong> <strong>the</strong> American Jewish Committee in <strong>the</strong> early 1900’s, said in his<br />
own words how it is revealed that <strong>the</strong> Jews desired <strong>the</strong>se “ghettos”; that <strong>the</strong> Jews wanted it for<br />
<strong>the</strong>mselves:<br />
“<strong>The</strong> Ghetto is not a corner into which <strong>the</strong> non-Jews have herded <strong>the</strong> Semites; <strong>the</strong><br />
