BOOK ONE — INTRODUCTION<br />

At a Hibbat <strong>Zion</strong>ist meeting on March 6, 1897, Herzl called for <strong>the</strong> First <strong>Zion</strong>ist<br />

Congress, to be held from August 29-31, 1897, in Basel, Switzerland. Formal attire was to be<br />

worn by all members, to emphasize <strong>the</strong> importance <strong>of</strong> <strong>the</strong> meetings and promote a sober and<br />

contemplative environment. Some <strong>Zion</strong>ists laughed, disapproved; o<strong>the</strong>rs many accepted. With<br />

Herzl as elected chairman, <strong>the</strong> Congress adopted Herzl’s programs — predicting a Jewish State<br />

within 50 years. <strong>The</strong>y elected him president <strong>of</strong> <strong>the</strong>ir newly established “World <strong>Zion</strong>ist<br />

Organization.” 132/ Now <strong>the</strong> Jewish people at large could be <strong>the</strong> Herzl constituency; but if<br />

wealthy Jewish bankers refused to help him, <strong>the</strong> common Jewry received him in great mass<br />

meetings. 133/ After <strong>the</strong> First Congress, Herzl started Die Welt, a newsletter designed to promote<br />

<strong>the</strong> <strong>Zion</strong>ist Congress’ ideas. From <strong>the</strong>re, <strong>the</strong> <strong>Zion</strong>ist movement <strong>of</strong>ficially began as it is known<br />

today. Herzl wrote in his diary: “In Basel, I created <strong>the</strong> Jewish State.” 134/<br />

Traveling about to gain approval <strong>of</strong> his Jewish State, in perhaps Uganda, Africa, or<br />

Mesopotamia, Turkey, Egypt, 135/ or elsewhere. 136/ Herzl met with many leading world figures,<br />

including <strong>the</strong> Catholic Pope <strong>of</strong> that day, who said:<br />

“<strong>The</strong>re are two possibilities. Ei<strong>the</strong>r <strong>the</strong> Jews will cling to <strong>the</strong>ir faith and continue<br />

to await <strong>the</strong> Messiah who, for us, has already appeared. In that case <strong>the</strong>y will be<br />

denying <strong>the</strong> divinity <strong>of</strong> Jesus and we cannot help <strong>the</strong>m. Or else <strong>the</strong>y will go <strong>the</strong>re<br />

without any religion, and <strong>the</strong>m we can he even less favorable to <strong>the</strong>m,” 137/<br />

and <strong>the</strong> Sultan <strong>of</strong> Turkey — soon to be <strong>the</strong> victim <strong>of</strong> <strong>the</strong> “Young Turk” revolution alleged to be<br />

comprised mainly Jewish revolutionaries. <strong>The</strong> Sultan “plied Herzl with cigarettes, <strong>the</strong> grand<br />

Cordon <strong>of</strong> <strong>the</strong> Order <strong>of</strong> <strong>the</strong> Medjidje, and <strong>the</strong> vague promise <strong>of</strong> a charter; but he also wanted to<br />

see <strong>the</strong> color <strong>of</strong> Herzl’s money.” 138/<br />

But all did not go well for Herzl. <strong>Zion</strong>ist activities far outreached Herzl’s. <strong>Zion</strong>ist<br />

societies increased from 117 to 913 in one year. 139/ In fact, it was <strong>the</strong> infusion <strong>of</strong> Russian Jewry<br />

which insured <strong>the</strong> strength and permanency <strong>of</strong> <strong>the</strong> <strong>Zion</strong>ist movement. 140/<br />
