A similar Chronology <strong>of</strong> <strong>the</strong> <strong>Protocols</strong> is found in A Lie and a Libel, by<br />
Richard Levy, and has been somewhat updated by <strong>The</strong> Compiler & Editor <strong>of</strong> This<br />
<strong>Book</strong>. To complete this present time-frame list, <strong>The</strong> Compiler & Editor <strong>of</strong> This<br />
Annotated Edition has added or deleted information and dates from <strong>the</strong>se<br />
sequences, as needed and as discovered in <strong>the</strong> sources shown in <strong>the</strong> Bibliography.<br />
Mr. Levy’s sources are <strong>of</strong>ten not cited. An asterisk (*) indicates a confirmed or<br />

This is alleged to be <strong>the</strong> most likely year for <strong>the</strong> writing <strong>of</strong> <strong>The</strong> <strong>Protocols</strong> <strong>of</strong> <strong>the</strong> <strong>Learned</strong> <strong>Elders</strong><br />
<strong>of</strong> <strong>Zion</strong>, ei<strong>the</strong>r while during <strong>the</strong> First <strong>Zion</strong>ist Congress in Basel, Switzerland,* rabbi Herzl<br />
conducting; or, in Paris (or some o<strong>the</strong>r place). Levy suggests Pytor Ivanovich Rachkovsky, <strong>the</strong><br />
head <strong>of</strong> <strong>the</strong> Russian secret police (<strong>the</strong> Okhrana) wrote it at this time. 185/<br />
August 26 to September 3, 1903.<br />
<strong>The</strong> <strong>Protocols</strong> (<strong>the</strong> exact name, i.e., “<strong>Learned</strong> <strong>Elders</strong>” or Wise Men” is unknown) was presented<br />
in a Russian language newspaper, Znamia (or, <strong>The</strong> Banner), in an abbreviated form by Pavolachi<br />
Krushevan, publisher.<br />
1905.<br />
Sergi Nilus (1862-1930) published his version <strong>of</strong> <strong>The</strong> <strong>Protocols</strong> <strong>of</strong> <strong>the</strong> <strong>Learned</strong> <strong>Elders</strong> <strong>of</strong> <strong>Zion</strong>*<br />
which is <strong>the</strong> basis <strong>of</strong> most o<strong>the</strong>r publications. It appeared as an appendix to a greater work,<br />
Velikoe v Malom (<strong>The</strong> Great in <strong>the</strong> Small), “Tzarskoe Selo.”<br />
1906 to 1907.<br />
<strong>The</strong> <strong>Protocols</strong> <strong>of</strong> <strong>the</strong> <strong>Learned</strong> <strong>Elders</strong> <strong>of</strong> <strong>Zion</strong> are published again in St. Petersburg, in a book,<br />
Vragi Roda Chelovecheskago (<strong>The</strong> Enemies <strong>of</strong> <strong>the</strong> Human Race) by G. Butmi, in a 3rd and 4th<br />
Editions.<br />
1911 to 1912.<br />
Sergi Nilus published his <strong>The</strong> <strong>Protocols</strong> <strong>of</strong> <strong>the</strong> <strong>Learned</strong> <strong>Elders</strong> <strong>of</strong> <strong>Zion</strong> edition two more times.<br />
