no neutral political fora to determ<strong>in</strong>e <strong>in</strong>tern<strong>at</strong>ional boundaries, rights, and<br />
conflict-resolution, nor was <strong>the</strong>re a democr<strong>at</strong>ic distribution of power to ensure<br />
<strong>in</strong>ternal cooper<strong>at</strong>ion between different parties. In fact, Lenski considers th<strong>at</strong><br />
“warfare was a chronic condition <strong>in</strong> virtually all agrarian st<strong>at</strong>es.” 29 This means<br />
th<strong>at</strong> those who master military technology, political maneuver<strong>in</strong>g, and wealth<br />
profit fur<strong>the</strong>r. Always, accord<strong>in</strong>g to this scholar, it is also a determ<strong>in</strong>ant <strong>in</strong><br />
produc<strong>in</strong>g social <strong>in</strong>equality through <strong>the</strong> development of a military elite. 30<br />
Constant warr<strong>in</strong>g means th<strong>at</strong> as long as <strong>the</strong> st<strong>at</strong>e is victorious aga<strong>in</strong>st its<br />
neighbors, it <strong>in</strong>creases <strong>in</strong> size, redistributes land as reward to those most loyal<br />
and heroic, and promotes popul<strong>at</strong>ion mix<strong>in</strong>g by reloc<strong>at</strong>ion of popul<strong>at</strong>ion. But it<br />
often means also murder of males and pregnant women, rape of women, and<br />
sale <strong>in</strong>to enslavement of defe<strong>at</strong>ed groups. Conversely, if <strong>the</strong> st<strong>at</strong>e loses <strong>the</strong> war,<br />
its people will be depleted of <strong>the</strong>ir land, killed, raped, or enslaved. 31<br />
Warfare is a vast area cover<strong>in</strong>g ideological, military, technological,<br />
economic, and o<strong>the</strong>r aspects of a st<strong>at</strong>e’s organiz<strong>at</strong>ion which must be tre<strong>at</strong>ed only<br />
briefly here; but it needs to be quickly brought up because it is clearly present<br />
throughout <strong>the</strong> OT and also because it has a large bear<strong>in</strong>g on women. 32<br />
Early <strong>in</strong> <strong>the</strong> monarchy foreign policy becomes a source of <strong>in</strong>creas<strong>in</strong>g military<br />
activity. Once <strong>the</strong> Philist<strong>in</strong>e thre<strong>at</strong> is dealt with dur<strong>in</strong>g <strong>the</strong> reign of David,<br />
<strong>at</strong>tention is turned to Israel’s neighbours and <strong>the</strong> k<strong>in</strong>g <strong>in</strong>vades <strong>the</strong> Transjordan,<br />
subdu<strong>in</strong>g Moab, Ammon and Edom (2 Sam 8:1–14) ....<br />
Also early <strong>in</strong> <strong>the</strong> years of <strong>the</strong> divided monarchy, foreign policy entails<br />
constant warfare between Israel and Judah over <strong>the</strong> control of <strong>the</strong> lucr<strong>at</strong>ive<br />
“Benjam<strong>in</strong> saddle,” <strong>the</strong> highway l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> coastal trunk road (<strong>the</strong> Via Maris)<br />
with <strong>the</strong> Jordan Valley and <strong>the</strong> K<strong>in</strong>gs’ Highway (1 K 15:16). 33<br />
Supported by extra-biblical studies on <strong>the</strong> effects of war on armies and on<br />
<strong>the</strong>ir victims on <strong>the</strong> enemy’s side, T. R. Hobbs shows how a war meant<br />
wounded and deformed (surviv<strong>in</strong>g) men, starv<strong>at</strong>ion dur<strong>in</strong>g siege, polluted w<strong>at</strong>er<br />
supply, diseases, slaughter<strong>in</strong>g, destruction, and deport<strong>at</strong>ions. The ANE was not<br />
an exception to <strong>the</strong>se maladies. Although Hoffner asserts th<strong>at</strong> <strong>in</strong> Hittite society<br />
captives enjoyed a higher st<strong>at</strong>us than slaves, he mentions several texts th<strong>at</strong><br />
allude to <strong>the</strong> alloc<strong>at</strong>ion of captives to <strong>the</strong>ir captors, ma<strong>in</strong>ly high officers and<br />
