EXECUTIVE SUMMARY ___________________________________________________________<br />
manufacturing commodity products. Costs <strong>of</strong> high volume standard<br />
products have continued to fall, however this mass production trend<br />
has dramatically raised the cost <strong>of</strong> low production volume leadingedge<br />
custom products beyond affordability.<br />
Since military systems very <strong>of</strong>ten require a few parts with unique<br />
functions, state-<strong>of</strong>-the-art speed and low power, DOD and its<br />
suppliers have an irreducible need for custom components. A similar<br />
need is arising in industry. The solution to this quandary lies in<br />
development <strong>of</strong> a new model for economic production <strong>of</strong> limited<br />
volume custom circuits and equipment.<br />
Developing cost-effective technology for the design and<br />
fabrication <strong>of</strong> low production volume, leading edge technology<br />
ASICs will require the combined efforts <strong>of</strong> DOD, the semiconductor<br />
industry and semiconductor fabrication equipment suppliers.<br />
DARPA attempted such a development in the mid-1990s through<br />
its MMST program; however that program had different goals than<br />
those required today.<br />
Recommendation: DDR&E should take another look at ASIC<br />
production and formulate a program to address barriers to low- to<br />
medium-volume custom IC production. This program will require a<br />
dedicated, joint effort by all participants in ASIC production -<br />
designers, fabricators and equipment makers. Such an effort could be<br />
similar to SEMATECH, the industry-initiated, DARPA supported<br />
consortium.<br />
EQUIPMENT EXPORT CONTROLS<br />
Finding: Dual use technology exports which pose national<br />
security or foreign policy concern are regulated pursuant to the<br />
Export Administration Act <strong>of</strong> 1979. Advanced semiconductor<br />
manufacturing equipment and technology are regarded as sensitive,<br />
and export to destination such as China requires issuance <strong>of</strong> an<br />
export license by the Department <strong>of</strong> Commerce (DoC). Applications<br />
for export licenses are reviewed by DoC as well as the Department <strong>of</strong><br />
<strong>Defense</strong> and the State Department. Decisions to grant or not grant<br />
