steps must be taken to increase the number <strong>of</strong><br />

trusted foundries available for DOD and<br />

contractor use. Exceptions must also be for<br />

accommodated for the myriad <strong>of</strong> non–missioncritical<br />

prototypes developed by DOD<br />

laboratories and contractors. A draft <strong>Defense</strong><br />

Federal Acquisition Regulation Supplement<br />

(DFARS) is included as appendix H <strong>of</strong> this<br />

report.<br />

− As the trusted foundry program is deployed, the<br />

DOD Trusted Foundry Program Office must<br />

develop a flexible business model for contractors<br />

that evolves from government furnished<br />

equipment (GFE) and accommodates existing<br />

agreements between contractors and trusted<br />

foundry suppliers. An integrated product team<br />

(IPT) chaired by the DDR&E that includes both<br />

government and industry representatives is<br />

strongly encouraged to address these issues. The<br />

DOD Trusted Foundry Program Office must also<br />

take a leadership position in widely publicizing<br />

the trusted foundry program to SPOs, prime<br />

contractors, and major electronics subcontractors<br />

within the U.S. defense industry and intelligence<br />

community.<br />

Radiation-Hardened Components<br />

Special care must be taken to support military-specific<br />

microelectronic requirements such as radiation-hardened<br />

microelectronics and photonics components. DOD space and<br />

strategic missile systems, such as the transformational<br />

communications satellite, space tracking and surveillance system,<br />

and space-based radar for the Missile <strong>Defense</strong> Agency's groundbased<br />

interceptor (GBI) require radiation-hardened microelectronics<br />

and photonics components to ensure uninterrupted and long-lived<br />
