<strong>Under</strong>stand and vigorously communicate the<br />
consequences <strong>of</strong> failure to act to retain U.S. trusted<br />
and assured microelectronics supply and design.<br />
Advocate that Congress and the administration<br />
embrace economic incentives and steps to attract<br />
those with the best technical skills to the field and<br />
the United States. These measures are required to<br />
make the United States an attractive place to<br />
manufacture semiconductors, related manufacturing<br />
equipment and materials.<br />
Involve:<br />
− The White House, including appropriate councils<br />
and <strong>of</strong>fices<br />
− Commerce and Labor Departments, also the<br />
USTR<br />
− Key congressional committees (both chair and<br />
minority leader)<br />
− Industry<br />
RECOMMENDATION 2 – LEVEL THE PLAYING FIELD<br />
As a first step the task force recommends that the secretary <strong>of</strong><br />
defense, the USD(ATL) and the secretary <strong>of</strong> homeland security<br />
prepare a special briefing for the national security advisor and<br />
encourage him or her to take a key role in implementing the<br />
measures detailed in this recommendation to slow the migration <strong>of</strong><br />
the microelectronics industry and enable it to strengthen its future in<br />
the United States.<br />
To assure the ability <strong>of</strong> the DOD to access leading-edge trusted<br />
manufacturing facilities, the United States needs a broad national<br />
effort to <strong>of</strong>fset foreign polices designed to encourage movement <strong>of</strong><br />
leading edge semiconductor manufacturing facilities to <strong>of</strong>fshore<br />
locations. In an ideal world, locational investment decisions would<br />
be based on commercial and economic factors, not government<br />
incentives, but we do not operate in an ideal world. A coherent U.S.<br />
