Assign internal responsibilities and actions in three major<br />

areas in accordance with DOD’s goals<br />

1. Ensure continuous availability <strong>of</strong> microelectronic components<br />

to meet DOD needs:<br />

Designate a single DOD organization (e.g., DDR&E)<br />

with responsibility to maintain the focus on<br />

microelectronic capabilities available to the DOD.<br />

This lead organization will provide executive<br />

leadership, formally tasking other DOD/OSD<br />

elements to carry out specific activities. It will have<br />

several permanent, ongoing responsibilities:<br />

− Create an annual, moving estimate <strong>of</strong> DOD 5-<br />

and 10-year future microelectronics needs<br />

(including processes and design methods).<br />

Collect and organize known and projected<br />

technology requirements.<br />

− Enhance, shape, and direct DOD<br />

microelectronics S&T budgets and RDT&E<br />

programs to assure projected requirements will<br />

be met.<br />

− Track and analyze microelectronics industry<br />

capabilities, including trusted technology and<br />

production capabilities (DUSD(IP)).<br />

− Perform outreach and industry coordination on<br />

all these tasks via external advisory groups and<br />

industry associations.<br />

− Arrange trusted foundry capacity as needed at<br />

all tier levels and define their funding model.<br />

Also, issue directions and policies for their use.<br />

2. Ensure availability <strong>of</strong> trusted hardware as needed:<br />

USD(ATL) must issue acquisition policy 39 requiring<br />

hardware “trustworthiness” evaluations and<br />

solutions as key, contracted performance criteria for<br />
