prime contractors. DDR&E should lead in<br />

overseeing the development and implementation <strong>of</strong><br />

major acquisition policy elements that include<br />

- Requiring that all programs not yet in<br />

production identify system or product areas<br />

requiring hardware trustworthiness and address<br />

these needs in program plans and system design<br />

reviews.<br />

- Requiring that DOD PMs make trustworthiness<br />

assessments and design solutions a prime<br />

contract responsibility and that contractors<br />

utilize DOD certified trusted foundries for all<br />

microelectronics determined to require category<br />

1 (mission critical 40 ) subsystems, both classified<br />

and unclassified. The task force recommends<br />

that, as a minimum, this includes all ASICs in<br />

category 1 subsystems.<br />

− Adding trustworthiness as a performance<br />

element in major program milestone reviews<br />

held by senior DOD acquisition leaders.<br />

DDR&E should also lead other DOD activities, the<br />

intelligence community, and industry participants in<br />

developing guidance and techniques for<br />

implementing this policy, including the following:<br />

− Informing acquisition and supplier personnel <strong>of</strong><br />

hardware assurance “threats and<br />

vulnerabilities.”<br />

− Establishing criteria and process guidelines for<br />

DOD programs and DOD prime contractors on<br />

how to identify or classify components requiring<br />

the highest degree <strong>of</strong> trustworthiness.<br />

− Developing procedures and techniques to<br />

evaluate the need for trustworthiness <strong>of</strong> each<br />

microelectronic component in defense systems.<br />
