. . . Satisfaction with Certifying System<br />

In a small number of countries, satisfactory certifying systems<br />

are in place. Respondents from many countries, however, were<br />

of the opinion that their certifying system, if existent at all, could<br />

be greatly improved.<br />

While a large number of respondents rated their satisfaction<br />

with their country’s certifying system as ‘very dissatisfied’ or ‘dissatisfied’,<br />

these include those which do not possess an official<br />

certifying system. Dissatisfaction in those cases refers to the<br />

absence of such a system.<br />

The respondents from the Czech Republic, Austria, Germany<br />

and Slovenia were either satisfied or very satisfied with their systems.<br />

Those from Switzerland, Denmark and Slovakia were neither<br />

satisfied nor dissatisfied.<br />

Respondents from nine countries (CY, FI, FR, GR, HU, LT, LU, PL,<br />

SE) were either dissatisfied or very dissatisfied with the respective<br />

certifying systems available to them.<br />

The individual reasons given for the satisfaction ratings are<br />

listed in the endnotes, responses to question 59.<br />

Of those countries with a certification system in place, only<br />

Germany, Austria, the Czech Republic and the Netherlands would<br />

like to see their respective system remain in place. Like the<br />

Netherlands, the UK – while not having a certifying system as such<br />

– mainly uses police officers for the reconstruction of accidents,<br />

and also preferred to keep the system as is.<br />

The preferred certification system very clearly is one carried<br />

out by a national institution. Of the respondents to this question,<br />

10% each opted for ISO certification and for certification through<br />

a private institution respectively, while 65% opted for certification<br />

through either a national or a <strong>European</strong> institution (see also<br />

endnotes, question 61).<br />

. . . Effect of Certification on an Expert’s working life<br />

Respondents were asked what effect certification had on the<br />

work a reconstructionist receives a) from private clients and b)<br />

from the courts.<br />

In 60% of the countries that responded to this question, certification<br />

was seen as having a positive effect on work from private<br />

clients, in 75% as having a positive effect on court work. Only<br />

Poland, Slovakia and Switzerland said certification did not influence<br />

the work an expert receives.
