Responses to question 135: possible planned changes<br />

LV Yes. I organise training courses for driving school teachers,<br />

professional drivers, damage assessors, and would like to<br />

offer training with certification for accident analysts as well.<br />

IT Probably yes. There is a commission (under control of a private<br />

body) which could arrive at a definition of the professional<br />

knowledge.<br />

PL At present a new government act (Justice ministry) is being<br />

prepared, concerning experts from all professions.<br />

GB Council for the Registration of Forensic Practitioners (www.<br />

org.uk) registers scientist and police investigators. ITAI is<br />

working on links with CRFP to raise the standards of both<br />

organisations’ requirements.<br />

SI We would like to set up an official university degree for accident<br />

reconstructionists.<br />

NL Certification / membership of a professional body for private<br />

reconstructionists<br />

FI There is discussion how to make the possibility of reconstruction<br />

work acknowledged by the legal system and the status<br />

of a reconstructionist official in courts.<br />

LU The professional profile of the ‘expert en automobile’ has been<br />

defined by law. As this isn’t sufficiently distinguished from<br />

that of an accident reconstructionists, that leaves a certain<br />

grey area. Some ‘expertes en automobile’ are trying to add<br />

reconstruction to their profile!<br />

HU Yes, as of 2006, the expertise required of a reconstructionist<br />

is set down by law.<br />

BE No. But we recently received a questionnaire from the authorities<br />

to know more about our job (qualification, training,<br />

mission, ...)<br />

DK Yes, as the area up to now has been taken care of only by the<br />

State.<br />

FR In the past, no Academic Reconstructionists existed in France<br />

so the expression ‘academically qualified reconstructionists’<br />

refer to “Expert judiciaire”, the only persons accredited by law<br />

to carry out Accident Reconstruction in Courts.<br />

GB Do not underestimate the abilities of the police officer who<br />

does not have a degree but does have the City & Guilds training<br />

and a lot of experience!<br />

FI 100% of fatal accidents are investigated by the investigation<br />

teams (Query I - Finland). Some of these accidents are reconstructed<br />

as we understand it here. These reconstructions are<br />

only for traffic safety purposes (personal info etc. is hidden).<br />

Much lesser reconstructions are made for litigant parties or<br />

insurance companies etc. Total maybe 30 reconstructions /<br />

year.<br />

LU Furthermore, in Luxembourg we have the unique situation<br />

that there are only very few indigenous reconstructionists,<br />

and that frequently experts from abroad are used.<br />

Unfortunately, checks regarding their competences are very<br />

basic.<br />
