Preface<br />

Road accidents that have already occurred very rarely gain any<br />

official interest. Research work is generally focussed on accident<br />

prevention, with this report being one of the rare exceptions.<br />

While it is desirable to minimise the accident rate, we will always<br />

have to deal with the question of how to arrive at a just legal<br />

settlement of matters, both in regard to public prosecution and<br />

civil litigation.<br />

In this regard, the accident reconstructionist (a term coined<br />

during the project) plays a pivotal role. With the help of the <strong>QUERY</strong><br />

project, we will hopefully be able to reach a situation in which<br />

every <strong>European</strong> citizen involved in an accident in any <strong>European</strong><br />

country can rely on a certain standard of scientific expertise with<br />

which the technical investigation is conducted.<br />

The reconstructionists who took part in the <strong>QUERY</strong> project are<br />

a promising start in this regard. Without their commitment and<br />

enthusiasm, the project would have never been completed in<br />

such a short period of time.<br />

Of course, technical investigation can only be as good as the<br />

material it is based on. Computer simulations cannot substitute<br />

the professional securing of evidence right at the accident spot. In<br />

this regard, the UK and the Netherlands have arrived at a professional<br />

level that most other countries lack at present. Evidentially,<br />

professional training of reconstructionists and of accident investigators<br />

are two sides of the same coin.<br />

I really would like this book to be read by people concerned<br />

with the legal settlement of vehicular accidents. The reports on<br />

the status quo in all <strong>European</strong> countries offer concise access to<br />

information that has never been presented in such condensed<br />

form before. Promisingly, it reveals that the ways in which matters<br />

are handled already have a great deal in common throughout<br />

Europe. I hope that the proposals derived from this project will<br />

encourage still greater harmonisation.<br />
