Amend by adding after "Sec. 2:104 Permits": "(subject to <strong>the</strong><br />

provisions <strong>of</strong> Sees. 2:102 and 2:103)" and amend subsection (a) by<br />

changing "Section 1 here<strong>of</strong>" to "Sees. 2:102 and 2:103 here<strong>of</strong>," so that<br />

this section <strong>of</strong> <strong>the</strong> ordinance shall begin: "Sec. 2:104 Permits<br />

(subject to <strong>the</strong> provisions <strong>of</strong> Sec. 2:102 and 2:103) (a) Any legal<br />

resident or real property owner <strong>of</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> shall be<br />

entitled to obtain from <strong>the</strong> Selectmen without charge, a permit to use<br />

said public dumps in accordance with and subject to Sees. 2:102 and<br />

2:103 here<strong>of</strong>, and any permit so issued shall expire on <strong>the</strong> first day <strong>of</strong><br />

January following <strong>the</strong> date <strong>of</strong> issuance."<br />

ARTICLE 29<br />

We <strong>the</strong> undersigned residents <strong>of</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> wish <strong>the</strong><br />

following item to be placed on <strong>the</strong> warrant for inclusion in <strong>the</strong> <strong>Town</strong><br />

Ordinances:<br />

"Upon placement at <strong>the</strong> street edge, all materials placed in <strong>the</strong><br />

recycling containers become <strong>Town</strong> property and shall not be removed by<br />

any person, except those duly authorized by <strong>the</strong> <strong>Town</strong> or <strong>the</strong> individuals<br />

who placed <strong>the</strong> recyclables in <strong>the</strong> bin. Violations shall result in a<br />

fine <strong>of</strong> no more than $25.00 for <strong>the</strong> first <strong>of</strong>fense, or $100.00 for<br />

second (or more) <strong>of</strong>fense."<br />

ARTICLE 30<br />

On petition <strong>of</strong> Jason C. Page and o<strong>the</strong>r voters: To see if <strong>the</strong><br />

<strong>Town</strong> will vote to delete <strong>the</strong> following from Article 16 voted on in <strong>the</strong><br />

March <strong>of</strong> 1990. " And <strong>the</strong> construction, acquisition and installation <strong>of</strong><br />

o<strong>the</strong>r facilities, including transfer and drainage facilities, as may,<br />

within <strong>the</strong> scope <strong>of</strong> <strong>the</strong> forgoing purposes, be required by <strong>the</strong> State or<br />

deemed appropriate by <strong>the</strong> <strong>Town</strong>." Hence, Article 16 would read, "On<br />

petition <strong>of</strong> Mary-Louise Woolsey and 14 o<strong>the</strong>r registered voters <strong>of</strong> <strong>the</strong><br />

<strong>Town</strong>: to see if <strong>the</strong> <strong>Town</strong> will vote to raise and appropriate <strong>the</strong> sum <strong>of</strong><br />

five hundred thousand dollars ($500,000) to establish a Capital Reserve<br />

Fund pursuant to RSA 35:1 to finance all or part <strong>of</strong> <strong>the</strong> cost <strong>of</strong><br />

reconstruction <strong>of</strong> <strong>the</strong> <strong>Town</strong>'s Sanitary Landfill for <strong>the</strong> purpose <strong>of</strong><br />

permanently closing it as required by <strong>the</strong> State <strong>of</strong> <strong>New</strong> <strong>Hampshire</strong>,<br />

including <strong>the</strong> installation <strong>of</strong> a cover <strong>of</strong> <strong>the</strong> prescribed type over <strong>the</strong><br />

entire landfill, <strong>the</strong> construction <strong>of</strong> <strong>the</strong> required vent pipes for<br />

methane gas, <strong>the</strong> construction <strong>of</strong> <strong>the</strong> required test wells, <strong>the</strong><br />

construction <strong>of</strong> whatever fencing may be required by <strong>the</strong> State <strong>of</strong> deemed<br />

appropriate by <strong>the</strong> <strong>Town</strong> upon <strong>the</strong> site <strong>of</strong> <strong>the</strong> existing Landfill."<br />

ARTICLE 31<br />

On petition <strong>of</strong> Jason C. Page and o<strong>the</strong>r voters: to see if <strong>the</strong><br />

<strong>Town</strong> will vote to change <strong>the</strong> Agents <strong>of</strong> <strong>the</strong> Capital Reserve Fund from<br />

<strong>the</strong> Selectmen to <strong>the</strong> <strong>Town</strong> Meeting with <strong>the</strong> Moderator acting as a<br />

sub-agent for <strong>the</strong> <strong>Town</strong> Meeting to sign for any action that <strong>the</strong> <strong>Town</strong><br />

Meeting may specifically direct.<br />
