ANNUAL TOWN MEETING<br />

OF THE TOWN OF HAMPTON, NH<br />

POSTPONED SESSION, MARCH 16, 1991<br />

The postponed session <strong>of</strong> <strong>the</strong> <strong>Annual</strong> <strong>Town</strong> Meeting for <strong>the</strong> <strong>Town</strong> <strong>of</strong><br />

<strong>Hampton</strong>, NH was convened at ten o'clock in <strong>the</strong> morning at <strong>the</strong><br />

Winnacunnet High School Cafeteria, by Curtis G. McCrady, Moderator.<br />

The Invocation was given by The Rev. Dwight Mexcur and Scout leader<br />

Nathan Page led <strong>the</strong> Pledge <strong>of</strong> Allegiance to <strong>the</strong> Flag, escorted by flag<br />

bearers, Keith Jolicoeur and Brett Griffin and Color Guards Matt Parson and<br />

Eric Goe<strong>the</strong>l from Troop 1 77.<br />

Articles 1<br />

through 27 having been dealt with during <strong>the</strong> first session <strong>of</strong><br />

<strong>the</strong> <strong>Town</strong> Meeting, <strong>the</strong> Moderator proceeded with those remaining.<br />

ARTICLE 28:<br />

To see if <strong>the</strong> <strong>Town</strong> will vote to raise and appropriate a sum <strong>of</strong><br />

$7,800,000.00 for <strong>the</strong> purpose <strong>of</strong> preparing plans and specifications, land<br />

acquisitions and/or easements and for <strong>the</strong> construction <strong>of</strong> sewerage and<br />

sewage treatment facilities recommended in <strong>the</strong> <strong>Town</strong>'s 201 Facilities<br />

Planning Study; which are requirements contained in <strong>the</strong> Federal Water<br />

Pollution Control Act, as amended (33 U.S.C. 1251 et seq.,) and will qualify<br />

<strong>the</strong> <strong>Town</strong> for Federal and State funds, such sum to be raised by <strong>the</strong> issuance<br />

<strong>of</strong> Serial Bonds or Notes not to exceed $7,800,000.00 under and in<br />

compliance with provisions <strong>of</strong> <strong>the</strong> Municipal Finance Act (N.H.R.S.A.33.1<br />

et seq., as amended) and to authorize <strong>the</strong> Selectmen to issue and negotiate<br />

such bonds or notes and to determine <strong>the</strong> rate <strong>of</strong> interest <strong>the</strong>reon, and to<br />

take such o<strong>the</strong>r actions as may be necessary to effect <strong>the</strong> issuance,<br />

negotiation, sale and delivery <strong>of</strong> such bonds or notes as shall be in <strong>the</strong> best<br />

interest <strong>of</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>, additional to participate in<br />

<strong>the</strong> State<br />

Revolving Loan Program RSA 486.14 (formerly 149-B.12) established for<br />

this purpose, and to allow <strong>the</strong> Selectmen to expend such monies as become<br />

available from <strong>the</strong><br />

Federal and State Governments under <strong>the</strong> Financial<br />

Assistance Program <strong>of</strong> <strong>the</strong> Construction Grants section <strong>of</strong> <strong>the</strong> Federal Water<br />

Pollution Control Act, as amended (22 U.S.C. 1251 et seq.) and pass any<br />

vote relating <strong>the</strong>reto. Any income derived from temporary investment <strong>of</strong> <strong>the</strong><br />

bond proceeds shall be returned to <strong>the</strong> General Fund.<br />

SECOND: Daniel Coughlin<br />

George Hardardt moved, seconded by Daniel Coughlin to indefinitely<br />

postpone Article 28. The motion carried and Article 28 was indefinitely<br />

postponed.<br />

ARTICLE 29:<br />

To see if <strong>the</strong> <strong>Town</strong> will raise and appropriate <strong>the</strong> sum <strong>of</strong> One Hundred<br />

Ninety-six Thousand Dollars ($1 96,000.00) for <strong>the</strong> purpose <strong>of</strong> <strong>the</strong> replace-<br />
