ARTICLE 32<br />

On petition <strong>of</strong> Judith A. Doyle and at least 24 o<strong>the</strong>r registered<br />

voters: to see if <strong>the</strong> <strong>Town</strong> will vote to prohibit <strong>the</strong> construction <strong>of</strong><br />

any solid waste transfer station within <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> unless and<br />

until <strong>the</strong> following ordinances are in effect: (1) Mandatory Recycling<br />

(2) A location for wood and wood waste products is established within<br />

<strong>the</strong> <strong>Town</strong> (3) The transportation <strong>of</strong> wood and wood waste products to an<br />

out <strong>of</strong> town landfill is prohibited (4) There is a differentiation<br />

between costs assessed to <strong>the</strong> taxpayers for residential and commercial<br />

solid waste disposal which will be based on use and volume.<br />

The intent <strong>of</strong> this article is as follows: (1) To assure <strong>the</strong> lowest<br />

possible transportation and tipping fees by transporting nothing to an<br />

out <strong>of</strong> town landfill that can legally and safely be deposited elsewhere<br />

and (2) to prevent a subsidy <strong>of</strong> commercial solid waste disposal by<br />

residential property owners in <strong>the</strong> event a solid waste transfer station<br />

is constructed within <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>. This article is in no way<br />

to be considered an endorsement <strong>of</strong> a solid waste transfer station<br />

within <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>.<br />

ARTICLE 33<br />

We, <strong>the</strong> undersigned residents <strong>of</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>, petition <strong>the</strong><br />

<strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> to no longer allow <strong>the</strong> recyclable materials to be put<br />

out to private collectors. That <strong>the</strong> <strong>Town</strong> institute a program and<br />

process recyclables by <strong>the</strong> town <strong>of</strong> <strong>Hampton</strong>. That this program become<br />

effective before <strong>the</strong> signing <strong>of</strong> any new contract without disposers.<br />

ARTICLE 34<br />

We, <strong>the</strong> undersigned, residents <strong>of</strong> <strong>Hampton</strong> petition <strong>the</strong> <strong>Town</strong> <strong>of</strong><br />

<strong>Hampton</strong> to make <strong>the</strong> Recycling Program mandatory. This ordinance to<br />

take effect on January 1, 1993.<br />

That <strong>the</strong> Board <strong>of</strong> Selectmen be so authorized to promulgate all<br />

such rules and regulations that are necessary to implement this<br />

ordinance.<br />

Penalties: Any person, firm or corporation being convicted <strong>of</strong><br />

violating any provision <strong>of</strong> this ordinance upon <strong>the</strong> same becoming<br />

mandatory shall be fined $50.00 for each violation up to five (5)<br />

violations, <strong>the</strong>n for each subsequent violation a fine <strong>of</strong> $100.00.<br />

ARTICLE 35<br />

We <strong>the</strong> undersigned, residents <strong>of</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> petition <strong>the</strong><br />

<strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> to use monies appropriated for <strong>the</strong> Recycling Program to<br />

purchase equipment, and construct <strong>the</strong> buildings necessary to meet <strong>the</strong><br />

recycle requirements.<br />

ARTICLE 36<br />

To see if <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> will vote to rescind Article 51<br />

voted at <strong>the</strong> 1991 <strong>Town</strong> Meeting that bans <strong>the</strong> use <strong>of</strong> polystyrene foam<br />

(styr<strong>of</strong>oam) food containers by all retail food vendors, food packagers<br />

and vendors selling personal property packaged in polystyrene.<br />
