ARTICLE 21<br />

To see if <strong>the</strong> <strong>Town</strong> will vote to adopt <strong>the</strong> provisions <strong>of</strong> RSA<br />

76:15-a <strong>the</strong>reby establishing a Semi-<strong>Annual</strong> Collection <strong>of</strong> Taxes in <strong>the</strong><br />

<strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>.<br />

ARTICLE 22<br />

On petition <strong>of</strong> Arthur J. Moody and 24 or more o<strong>the</strong>r legal voters,<br />

to see if <strong>the</strong> <strong>Town</strong> will vote to authorize <strong>the</strong> <strong>Town</strong> to borrow in<br />

anticipation <strong>of</strong> property taxes for <strong>the</strong> <strong>Hampton</strong> Beach Village District's<br />

budget and charge that voluntary special taxing district <strong>the</strong><br />

proportionate share <strong>of</strong> <strong>the</strong> expense incurred by <strong>the</strong> <strong>Town</strong>'s budget, as<br />

authorized by RSA 33:7-IV, in order that <strong>Town</strong> Meeting voters will no<br />

longer be taxed for <strong>the</strong> cost <strong>of</strong> borrowing funds for a district's budget<br />

over which <strong>the</strong>y have no control, as to ei<strong>the</strong>r amount or purposes <strong>of</strong><br />

appropriation, and thus end <strong>the</strong> taxation without representation<br />

situation which cost <strong>the</strong> <strong>Town</strong> budget about $17,000 in 1990 and about<br />

$12,000 in 1991, including $750.00 for $30,000 above <strong>the</strong> amount<br />

authorized by <strong>the</strong> district's annual meeting to be raised by district<br />

property taxes which was unintentionally turned over to <strong>the</strong> district in<br />

early June but was not returned to <strong>the</strong> <strong>Town</strong> for four months.<br />

ARTICLE 23<br />

On petition <strong>of</strong> Judith A. Doyle and at least 24 o<strong>the</strong>r registered<br />

voters: In accordance with RSA 91-A2, to see if <strong>the</strong> <strong>Town</strong> will vote to<br />

require that each <strong>Annual</strong> <strong>Town</strong> Meeting and any Special <strong>Town</strong> Meeting that<br />

may be called between each <strong>Annual</strong> <strong>Town</strong> Meeting be recorded in its<br />

entirety on audio tape. Said tapes are to be available for public<br />

inspection at <strong>the</strong> <strong>Town</strong> Office during normal business hours and retained<br />

for a period <strong>of</strong> not less than five years.<br />

The intent <strong>of</strong> this article is to provide a complete and accurate record<br />

<strong>of</strong> each <strong>Annual</strong> and Special <strong>Town</strong> Meeting.<br />

ARTICLE 24<br />

To see if <strong>the</strong> <strong>Town</strong> will vote to rescind by a two-thirds vote <strong>the</strong><br />

authorization <strong>of</strong> <strong>the</strong> <strong>Annual</strong> <strong>Town</strong> meeting in 1972 (Article 4) for <strong>the</strong><br />

Board <strong>of</strong> Selectmen to issue notes or bonds for <strong>the</strong> planning and design<br />

<strong>of</strong> secondary sewage treatment facilities, <strong>the</strong>re being $38,000 remaining<br />

in <strong>the</strong> authorization and <strong>the</strong> facilities were planned, designed and<br />

constructed in <strong>the</strong> mid-1970 's.<br />

ARTICLE 25<br />

TO SEE IF THE TOWN will endorse <strong>the</strong> following proposal by <strong>the</strong><br />

Board <strong>of</strong> Selectmen to plan for <strong>the</strong> community's Solid Waste Disposal<br />

needs:<br />

(1) Await <strong>the</strong> decision <strong>of</strong> <strong>the</strong> <strong>New</strong> <strong>Hampshire</strong> Bureau <strong>of</strong> Solid Waste<br />

regard to <strong>the</strong> permit application for a Transfer Station at <strong>the</strong><br />

proposed site on Tide Mill Road (this is expected after <strong>the</strong> March<br />

<strong>Town</strong> Meeting) , and<br />

(2) Before proceeding fur<strong>the</strong>r, a Special <strong>Town</strong> Meeting will be called<br />

and <strong>the</strong> voters will be given information pertaining to:<br />

(a) Transfer Station costs;<br />

(b) costs for a contractor to design, build, and finance a<br />

Transfer Station;<br />

(c) direct haul costs;<br />
