Single Audit Combined Report on Internal Control Structure<br />

We noted certain matters involving <strong>the</strong> internal control structure and its<br />

operation that we consider to be <strong>report</strong>able conditions under standards<br />

established by <strong>the</strong> American Institute <strong>of</strong> Certified Public Accountants.<br />

Reportable conditions involve matters coming to our attention relating to<br />

significant deficiencies in <strong>the</strong> design or operation <strong>of</strong> <strong>the</strong> internal control<br />

structure that, in our judgment, could adversely affect <strong>the</strong> <strong>Town</strong>'s ability to<br />

record, process, summarize, and <strong>report</strong> financial data consistent with <strong>the</strong><br />

assertions <strong>of</strong> management in <strong>the</strong> general purpose financial statements or to<br />

administer Federal financial assistance programs in accordance with applicabl<br />

laws and regulations.<br />

We noted that <strong>the</strong> <strong>Town</strong> lacks accounting personnel with <strong>the</strong> expertise and time<br />

requirements to <strong>report</strong> financial data in accordance with generally accepted<br />

accounting principles. We have <strong>report</strong>ed this matter in greater detail in a<br />

separate letter to <strong>the</strong> <strong>Town</strong>'s management dated January 31, 1992.<br />

A material weakness is a <strong>report</strong>able condition in which <strong>the</strong> design or operatio<br />

<strong>of</strong> one or more <strong>of</strong> <strong>the</strong> internal control structure elements does not reduce to<br />

relatively low level <strong>the</strong> risk that errors or irregularities in amounts that<br />

would be material in relation to <strong>the</strong> general purpose financial statements<br />

being audited, or that noncompliance with laws and regulations that would be<br />

material to a Federal financial assistance program may occur and not be<br />

detected within a timely period by employees in <strong>the</strong> normal course <strong>of</strong><br />

performing <strong>the</strong>ir assigned functions.<br />

Our consideration <strong>of</strong> <strong>the</strong> internal control structure would not necessarily<br />

disclose all matters in <strong>the</strong> internal control structure that might be<br />

<strong>report</strong>able conditions and, accordingly, would not necessarily disclose all<br />

<strong>report</strong>able conditions that are also considered to be material weaknesses as<br />

defined above. We noted no matters involving <strong>the</strong> internal control structure i<br />

and its operation that we consider to be material weaknesses defined above.<br />

We also noted o<strong>the</strong>r matters involving <strong>the</strong> internal control structure and its<br />

operation that we <strong>report</strong>ed to <strong>the</strong> management <strong>of</strong> <strong>the</strong> <strong>Town</strong> in a separate letter<br />

dated January 31, 1992.<br />

This <strong>report</strong> is intended for <strong>the</strong> information <strong>of</strong> management and <strong>the</strong> Board <strong>of</strong><br />

Selectmen. This restriction is not intended to limit <strong>the</strong> distribution <strong>of</strong> this<br />

<strong>report</strong>, which is a matter <strong>of</strong> public record.<br />
