A Chapter has the power to adopt and maintain local rules and regulations to<br />
govern all <strong>of</strong> its fellows, provided such rules and regulations have been filed with<br />
and approved by the Board. Local rules and regulations shall be void if they<br />
conflict with the Bylaws.<br />
Each Chapter may designate geographical areas within its boundaries with<br />
special local rules and admission requirements subject to prior approval by the<br />
Board.<br />
2.4 MEMBERSHIP OF CHAPTERS<br />

No person shall be a member <strong>of</strong> a Chapter who is not a Fellow <strong>of</strong> the <strong>Academy</strong>.<br />
Once a Chapter has been established within a designated country or<br />
international region, any Fellow whose main postal address in the <strong>Certified</strong> <strong>List</strong><br />
is within the designated country or international region must become a member<br />
<strong>of</strong> that Chapter.<br />
Applicants for Fellowship must be considered by the Chapter Board <strong>of</strong><br />
Admissions before being considered by the Board <strong>of</strong> Admissions, using the<br />
procedure set out at 1.3 e.<br />
Any Fellow who practices in the designated country or international region <strong>of</strong> the<br />
Chapter and who meets the membership requirements <strong>of</strong> that Chapter may be<br />
admitted by the Chapter Board <strong>of</strong> Admissions as a member <strong>of</strong> that Chapter.<br />
Each Chapter may determine which, if any, non-Chapter members may attend<br />
its meetings.<br />
Notwithstanding the above, <strong>Academy</strong> <strong>of</strong>ficers or Governors, or the <strong>Academy</strong>’s<br />
designates may, in their <strong>of</strong>ficial capacity, attend all business meetings <strong>of</strong> any<br />
Chapter.<br />
2.5 REPRESENTATION AT ANNUAL MEETING<br />
Each Chapter is required to have at least one <strong>of</strong> its Fellows in attendance at the<br />
annual meeting <strong>of</strong> the Fellows (hereafter the annual meeting). Failure to do so is<br />
good cause for revocation <strong>of</strong> the charter <strong>of</strong> that Chapter.<br />
2.6 OBLIGATIONS OF CHAPTERS<br />
Each Chapter shall:<br />

organize and conduct its activities in such manner as shall, in the judgment <strong>of</strong> its<br />
Fellows best promote the aims <strong>of</strong> the <strong>Academy</strong>;<br />
report upon its activities and future plans at each Executive Committee meeting,<br />
and to the annual meeting;<br />
file in a timely manner at the <strong>of</strong>fice <strong>of</strong> the <strong>Academy</strong> all necessary income tax<br />
forms, documents or reports;<br />
designate delegates to the Board <strong>of</strong> Governors:<br />
(1) As <strong>of</strong> June 1 prior to the annual meeting, a Chapter with less than 50<br />
members shall designate one Chapter delegate, with between 50 and 100<br />
members, two Chapter delegates, with between 100 and 150 members<br />
three Chapter delegates, with more than 150 members, four Chapter<br />
delegates;<br />
