appointed annually to serve both ceremonial and chief executive <br />

functions as de facto President of the Council.<br />

The Ruling Council, <br />

renamed Grand Council in 1885, was overseen on a day-to-day basis by <br />

its annually elected Chairman, later termed the Chancellor, and the <br />

Vice Chairman.<br />

Ex officio members of the Council included four <br />

trustees and one treasurer charged with handling fiscal matters. A <br />

diagram illustrating the organization of the Primrose League at the <br />

level of the Central Office as it appeared in its mature form, circa <br />

1895, is provided below. <br />

initially includ ing Ruling Councillor, Grand Councillor, and Grand <br />

Chancellor befor e the term Chancellor became commonplace in 1889. The <br />

position was hel d by a number of prominent individuals. Listed in <br />

consecutive orde r for the years 1883-1888 they were Lord Randolph <br />

Churchill, Lord Abergavenny, Sir William Hardman, Viscount Folkestone, <br />

and Lord Harris (1887-88).<br />

To confuse matters further, the position of <br />

Vice Chancellor frequently went by the name Chancellor prior to 1889, <br />

although the fun ctions of the two offices remained distinct.
