ABOUT THE AUTHORS<br />

Stefan Forss has a doctorate in physics <strong>and</strong> is Docent at <strong>the</strong> Department <strong>of</strong><br />

Strategic <strong>and</strong> Defence Studies <strong>of</strong> <strong>the</strong> Finnish National Defence University.<br />

Between 1985 <strong>and</strong> 2005 he was Ministry for Foreign Affairs consultant at <strong>the</strong><br />

Technical Research Centre <strong>of</strong> Finl<strong>and</strong> (VTT), leading research on issues concerning<br />

arms control, weapons technology <strong>and</strong> particularly nuclear weapons.<br />

From 2005 to his retirement in 2012 Forss was senior researcher at <strong>the</strong> Ministry<br />

for Foreign Affairs, working with essentially <strong>the</strong> same issues as before, including<br />

security <strong>and</strong> <strong>military</strong> <strong>policy</strong>, at <strong>the</strong> Department <strong>of</strong> Strategic <strong>and</strong> Defence<br />

Studies.<br />

Brigadier (ret., GS) Lauri Kiianlinna retired from active service as Chief <strong>of</strong><br />

Staff at <strong>the</strong> Finnish Eastern Military Area in 2005. Among his various positions<br />

during his career, working as defence attaché in Moscow, as comm<strong>and</strong>er<br />

<strong>of</strong> <strong>the</strong> Savonia Brigade <strong>and</strong> administrative Director at <strong>the</strong> Finnish National<br />

Defence University can be mentioned. Brigadier Kiianlinna’s graduation work<br />

dealt with <strong>the</strong> <strong>development</strong> <strong>of</strong> Soviet <strong>military</strong> operational art <strong>and</strong> tactics.<br />

Captain (Navy, ret., GS) Pertti Inkinen’s career includes working as defence<br />

attaché in Moscow, Minsk <strong>and</strong> Beijing <strong>and</strong> as liaison <strong>of</strong>ficer at <strong>the</strong> Ministry for<br />

Foreign Affairs. He retired in 2002 from active service. Captain Inkinen<br />

worked as a researcher <strong>and</strong> senior researcher at <strong>the</strong> Department <strong>of</strong> Strategic<br />

<strong>and</strong> Defence Studies <strong>of</strong> <strong>the</strong> Finnish National Defence University in 2003–<br />

2010.<br />

Colonel (ret., GS) Heikki Hult is a former Army <strong>of</strong>ficer who has worked as<br />

defence attaché in London, <strong>the</strong> Hague <strong>and</strong> Beijing as well as liaison <strong>of</strong>ficer at<br />

<strong>the</strong> Ministry for Foreign Affairs. Colonel Hult was Director <strong>of</strong> <strong>the</strong> Department<br />

<strong>of</strong> Strategic <strong>and</strong> Defence Studies <strong>of</strong> <strong>the</strong> Finnish National Defence University<br />

from 1997 until his retirement in 2002.
