containers <strong>and</strong> has two dual 30 mm automatic cannons that can engage targets<br />

at a range <strong>of</strong> up to 4 km. 290<br />

Russia planned to station several new S-400 Triumf air defense systems near<br />

its borders in 2012, former Air Force Comm<strong>and</strong>er-in-Chief Alex<strong>and</strong>er Zelin<br />

stated. “The Russian Armed Forces will receive several S-400 air defence missile<br />

systems this year,” Zelin told RIA Novosti. “This time <strong>the</strong>y will be deployed<br />

in air defence units guarding [Russia’s] border regions.”<br />

The Navy<br />

The Russian Naval Headquarters <strong>of</strong>ficially moved to St. Petersburg after several<br />

years <strong>of</strong> plans <strong>and</strong> delays. On <strong>the</strong> Senate Square a ceremony was held <strong>and</strong><br />

<strong>the</strong> Andreyevskiy flag hoisted over Admiralty in a light snowfall November 7,<br />

2012. 291<br />

The latest Russian armament program for <strong>the</strong> Navy includes 100 fighting<br />

ships. In addition to strategic nuclear submarines <strong>the</strong> ten year program<br />

(2011−2020) includes acquisition <strong>of</strong> following ships <strong>and</strong> weapon systems:<br />

• 35 Corvettes (including Stereguschiy class, Project 20380),<br />

• 15 Frigates (nine Project 22350 <strong>and</strong> six Project11356M),<br />

• 20 new 5th generation multi-purpose nuclear attack submarine (for<br />

example nuclear powered Yasen, Project 885),<br />

• Numerous new supply <strong>and</strong> special vessels,<br />

• New ship-based supersonic missile system “Tsirkon-S”. 292<br />

The limits in shipbuilding have forced Russia to purchase special ships also<br />

from abroad. In 2010 Russia signed a contract with France to buy four Mistral<br />

class amphibious assault ships (LHD). Two will be acquired from France <strong>and</strong><br />

two license-built in Russia. The deal also includes <strong>the</strong> Zenith-9 C 3 I system.<br />

The carriers will be streng<strong>the</strong>ned <strong>and</strong> equipped so that <strong>the</strong>y are able to operate<br />

with o<strong>the</strong>r surface combatants, submarines <strong>and</strong> air force in arctic waters. 293<br />

President Vladimir Putin visited <strong>the</strong> nor<strong>the</strong>rn city <strong>of</strong> Severodvinsk on 30 July<br />

2012 <strong>and</strong> attended <strong>the</strong> ceremony marking <strong>the</strong> launching <strong>of</strong> <strong>the</strong> fourth Borei<br />

class nuclear ballistic missile submarine Prince Vladimir. He also presided<br />

over a meeting on <strong>the</strong> future naval construction program. Putin underlined<br />

<strong>the</strong> importance <strong>of</strong> <strong>the</strong> naval capability <strong>of</strong> Russia: “The Navy is an instrument<br />
