The Development <strong>of</strong> <strong>the</strong> Russian Armed Forces<br />

In October 2008, Russian Defence Minister Anatoly Serdyukov announced<br />

<strong>the</strong> launch <strong>of</strong> a new stage <strong>of</strong> <strong>military</strong> reform, aimed at transitioning <strong>the</strong> Russian<br />

Armed Forces to a new look. This rapid <strong>and</strong> intensive <strong>military</strong> reform<br />

turned out to be <strong>the</strong> most radical transformation <strong>of</strong> <strong>the</strong> armed forces since <strong>the</strong><br />

Second World War. From <strong>the</strong> very beginning <strong>the</strong> planned reform met with<br />

strong opposition from conservative circles <strong>of</strong> <strong>the</strong> defence community, eventually<br />

leading to what could almost be called dishonourable discharge <strong>of</strong> both<br />

<strong>the</strong> defence minister <strong>and</strong> <strong>the</strong> chief <strong>of</strong> general staff in November 2012. Although<br />

implementation <strong>of</strong> <strong>the</strong> reform is well under way, it is by no means<br />

completed. Ambitions to create a pure <strong>and</strong> radically smaller pr<strong>of</strong>essional army<br />

than <strong>the</strong> former Soviet-style army, equipped with state-<strong>of</strong>-<strong>the</strong>-art weapons,<br />

were thwarted. The final outcome remains to be seen, but is likely to be a mix<br />

<strong>of</strong> both concepts.<br />

The Goals <strong>and</strong> Objectives <strong>of</strong> <strong>the</strong> Russian Armed Forces’ Reform<br />

The purpose <strong>of</strong> <strong>the</strong> reforms is to create mobile <strong>and</strong> well-trained armed forces<br />

equipped with modern equipment <strong>and</strong> weapons. Priorities are as follows:<br />

• Re-deployment <strong>of</strong> all formations <strong>and</strong> units for permanent combat<br />

readiness, 100% staffing for a state <strong>of</strong> war,<br />

• Re-equipment <strong>of</strong> <strong>the</strong> Armed Forces with modern armaments, <strong>military</strong><br />

<strong>and</strong> special equipment to meet modern requirements,<br />

• Revision <strong>of</strong> program statutory documents for instruction, training <strong>and</strong><br />

conduct <strong>of</strong> <strong>military</strong> operations <strong>of</strong> <strong>the</strong> Armed Forces, as well as planning<br />

<strong>and</strong> guidance documents to ensure <strong>the</strong> vital functions <strong>of</strong> troops<br />

<strong>and</strong> forces,<br />

• Training <strong>of</strong> new <strong>of</strong>ficers <strong>and</strong> non-commissioned <strong>of</strong>ficers, compiling <strong>of</strong><br />

new training programs, creation <strong>of</strong> a modern network <strong>of</strong> <strong>military</strong><br />

schools,<br />

• Ensuring decent <strong>military</strong> pay, fulfilment <strong>of</strong> permanent <strong>and</strong> service<br />

housing requirements <strong>and</strong> resolution <strong>of</strong> complex social security problems.<br />

The President <strong>of</strong> Russian Federation Dmitri Medvedev appeared in March<br />

2010 at <strong>the</strong> meeting <strong>of</strong> <strong>the</strong> Collegium <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Defence. At that<br />

meeting <strong>the</strong> ten year rearmament program (2011−2020) for <strong>the</strong> Russian<br />

Armed Forces was finally accepted. The Russian Government was given <strong>the</strong><br />
