Russia may end up encircled in East-West pincers, <strong>and</strong> <strong>the</strong> task for planners is<br />

to find a solution for <strong>the</strong> problem in view.<br />

Although NATO considers Russia a partner, Russia, according to her new<br />

<strong>military</strong> doctrine that came into force in February <strong>of</strong> 2010, still considers<br />

NATO one <strong>of</strong> <strong>the</strong> main dangers, if no longer <strong>of</strong>ficially a threat. 84 The enlargement<br />

<strong>of</strong> NATO <strong>and</strong> <strong>the</strong> possible arrival <strong>of</strong> U.S. troops in areas near Russia<br />

are also viewed as threats. 85 Territorial claims to Russia, <strong>the</strong> use <strong>of</strong> <strong>military</strong><br />

force in <strong>the</strong> vicinity <strong>of</strong> Russia, <strong>and</strong> international terrorism are presented as<br />

o<strong>the</strong>r threats.<br />

Russia is especially sensitive about <strong>the</strong> plans to deploy elements <strong>of</strong> <strong>the</strong> US<br />

missile defence system in areas <strong>of</strong> <strong>the</strong> former Warsaw Pact countries, in spite<br />

<strong>of</strong> US/NATO assurances that <strong>the</strong> missile defence is not aimed at Russia <strong>and</strong><br />

assessments <strong>of</strong> leading Russian missile experts stating clearly that Russia’s nu-<br />
