These formations are part <strong>of</strong> <strong>the</strong> order <strong>of</strong> battle <strong>of</strong> <strong>the</strong> above mentioned armies<br />

or some <strong>of</strong> <strong>the</strong>m are directly subordinated to <strong>the</strong> Western Military District<br />

(WMD). 301 In <strong>the</strong> WMD <strong>the</strong>re are altoge<strong>the</strong>r more than 60 brigades/formations<br />

in declared permanent readiness or to be established from<br />

reserves in mobilisation (including all branches). 302 The Russian Ministry <strong>of</strong><br />

Defence has reported plans to establish two new arctic brigades. It was decided<br />

at <strong>the</strong> Security Council in September 2008 that Russia is to deploy a<br />

combined-arms force to protect its political <strong>and</strong> economic interests in <strong>the</strong><br />

Arctic by 2020, including <strong>military</strong>, border <strong>and</strong> coastal guard units to guarantee<br />

Russia's <strong>military</strong> security in diverse <strong>military</strong> <strong>and</strong> political circumstances. 303<br />

The first arctic brigade seems to be <strong>the</strong> present 200 th Motorized Rifle Brigade<br />

at Pechenga. As possible locations <strong>of</strong> <strong>the</strong> second one Arkhangelsk, Alakurtti<br />

<strong>and</strong> even Novaya Zemlya have been mentioned. 304 In Alakurtti village infrastructure<br />

already exists <strong>and</strong> from <strong>the</strong>re is also railway connection to <strong>the</strong> vicin-<br />
