types, including 600 combat aircraft, 1 000 helicopters, <strong>and</strong> some 200 new airdefence<br />

missile systems. 153<br />

Development <strong>of</strong> <strong>the</strong> Russian Navy is primarily focused on developing <strong>and</strong><br />

producing nuclear ballistic missile- carrying strategic submarines <strong>and</strong> <strong>the</strong>ir<br />

missiles as well as nuclear attack submarines. 154 It is important for Finl<strong>and</strong> <strong>and</strong><br />

her small neighbouring countries to observe Russia’s remarkable input to return<br />

to her invasion capability. Russia will procure four large Mistral amphibious<br />

assault l<strong>and</strong>ing ships (LHD) from France. Two <strong>of</strong> <strong>the</strong>m will be built in<br />

Russia. 155 The Mistral LHDs can carry 16 helicopters, four l<strong>and</strong>ing craft, <strong>and</strong><br />

an entire tank battalion, i.e. some 30 MBTs. In addition, five Ivan Gren type<br />

l<strong>and</strong>ing craft are being built in Kaliningrad. Each <strong>of</strong> <strong>the</strong>m can transport 13<br />

MBTs or 60 armoured personnel carriers (APCs). 156<br />

While obtaining new naval ships <strong>and</strong> dismantling older types, <strong>the</strong> total inventory<br />

may continue to decrease. Contrary to earlier practices, Russia also aims<br />

to purchase o<strong>the</strong>r types <strong>of</strong> modern <strong>military</strong> technology from <strong>the</strong> West. For<br />

example, Russia buys hundreds <strong>of</strong> recce/patrol vehicles from France <strong>and</strong> Italy,<br />

<strong>and</strong> an advanced ground forces combat simulator from Germany as well<br />

as UAVs from Israel. 157 The change <strong>of</strong> leadership in <strong>the</strong> Russian <strong>military</strong><br />

community as well as technical difficulties concerning hardware procurement<br />

from <strong>the</strong> West, have reversed <strong>the</strong> trend. Co-operation with <strong>the</strong> West is not<br />

longer regarded as attractive as a few years ago. 158<br />

Vladimir Putin explained his position on <strong>the</strong> rearmament program in <strong>the</strong> Russian<br />

government daily Rossiyskaya Gazeta in February 2012 as follows:<br />

I am convinced that no "pinpoint" purchasing <strong>of</strong> <strong>military</strong> hardware <strong>and</strong> equipment<br />

can be a substitute for <strong>the</strong> production <strong>of</strong> our own types <strong>of</strong> armaments, it can only serve<br />

as <strong>the</strong> basis for obtaining technologies <strong>and</strong> knowledge. Incidentally this has happened<br />

before in history. Let me remind you that <strong>the</strong> whole "family" <strong>of</strong> our country's tanks in<br />

<strong>the</strong> 1930s was produced on <strong>the</strong> basis <strong>of</strong> American <strong>and</strong> British machines. And <strong>the</strong>n,<br />
