Giving up <strong>the</strong> process <strong>of</strong> empire-building is, in Dugin’s world <strong>of</strong> values, <strong>the</strong><br />

same as “national suicide.” Without an empire, Russia “will disappear as a nation”.<br />

Indications <strong>of</strong> <strong>the</strong> impact <strong>of</strong> Dugin’s thinking came as early as October 1995<br />

when INOBIS (Институт оборонных исследований, ИНОБИС), a semi<strong>of</strong>ficial<br />

defence research institute close to Russia’s power ministries, published<br />

an outspoken report which outlined <strong>the</strong> external threats to Russia’s national<br />

security <strong>and</strong> possible countermeasures. 40<br />

“The chief aim <strong>of</strong> <strong>the</strong> US <strong>and</strong> Western <strong>policy</strong> toward Russia is not to allow<br />

her to become an economically, politically, <strong>and</strong> militarily influential force <strong>and</strong><br />

to turn <strong>the</strong> post-Soviet space into an economic <strong>and</strong> political appendage to <strong>the</strong><br />

West, as well as its mineral-rich colony. That is why <strong>the</strong> United States <strong>and</strong> its<br />

allies are <strong>the</strong> sources <strong>of</strong> <strong>the</strong> major external threats to this country’s national<br />

security <strong>and</strong> should be regarded as <strong>the</strong> main potential adversaries <strong>of</strong> <strong>the</strong> Russian<br />

Federation, political, <strong>and</strong> <strong>military</strong> affairs,” states <strong>the</strong> INOBIS report dated<br />

October 26, 1995.<br />

In Dugin’s vision, Germany <strong>and</strong> Russia would again divide Europe into<br />

spheres <strong>of</strong> influence. Germany would get Europe’s Protestant <strong>and</strong> Catholic<br />

areas, but not Finl<strong>and</strong>. Never<strong>the</strong>less, Europe’s division into spheres <strong>of</strong> influence<br />

with Germany would not be Russia’s final goal, but ra<strong>the</strong>r <strong>the</strong> “finl<strong>and</strong>isation<br />

<strong>of</strong> all <strong>of</strong> Europe”. According to Dugin, Finl<strong>and</strong> belongs to <strong>the</strong><br />

Karelian-Finnish geopolitical zone, which is culturally <strong>and</strong> in part economically unified,<br />

but forms a strategic support for a Eurasian center [i.e. Moscow] […] As a<br />

state, Finl<strong>and</strong> is very unstable, since it belongs naturally <strong>and</strong> historically to Russia’s<br />

geopolitical sphere. 41<br />

Russia’s Minister <strong>of</strong> Culture, Vladimir Medinsky echoed <strong>the</strong>se same sentiments<br />

at <strong>the</strong> 6 th Finno-Ugric Peoples World Congress in Siófok, Hungary on 5<br />

September 2012. 42<br />
