The Development <strong>of</strong> Russian Military Potential Nearby<br />

Finl<strong>and</strong><br />

Western Military District (WMD)<br />

WMD includes former Moscow <strong>and</strong> Leningrad Military Districts, Nor<strong>the</strong>rn<br />

<strong>and</strong> Baltic Fleets, Kaliningrad Special Area <strong>and</strong> 1 st Air Force <strong>and</strong> Air Defence<br />

Comm<strong>and</strong>. The HQ <strong>of</strong> Western MD is located in St. Petersburg, in former<br />

location <strong>of</strong> Leningrad MD`s HQ. Colonel-General Arkady Viktorovich<br />

Bakhin was <strong>the</strong> first CO <strong>of</strong> this Joint Strategic Comm<strong>and</strong> West (OSK, Obyedinyennoye<br />

Strategicheskoye Komm<strong>and</strong>ovanye) 2010− 2012. 296<br />

The Ground Forces <strong>of</strong> WMD are considerable strong. According to a Russian<br />

estimate its capability <strong>of</strong> warfare has been increased “more than 13 times” (><br />

90%) 297 compared with former Leningrad Military District (LMD). 298 Western<br />

MD includes among o<strong>the</strong>r two General Force Armies:<br />

- 6 th Army, HQ at Agalatovo, on Karelian Isthmus, close to Saint Petersburg<br />

<strong>and</strong><br />

- 20 th Guards Army, HQ at Mulino, east <strong>of</strong> Moscow. 299<br />

In <strong>the</strong> Western Military District (WMD) <strong>the</strong>re are more than 40 peace-time<br />

brigades <strong>and</strong> detached special regiments/battalions in declared permanent<br />

readiness as follows 300 :<br />
