a more realistic alternative than full commitment <strong>of</strong> defence alliances such as<br />

NATO. Russia’s position to Nordic defence co-operation (NORDEFCO) is<br />

negative. 205<br />

Closer Finnish co-operation with <strong>the</strong> United States in <strong>the</strong> field <strong>of</strong> defence<br />

might bring a substantial change in <strong>the</strong> current situation, with advantages <strong>and</strong><br />

disadvantages alike. Thus, Finl<strong>and</strong> has to build her defence relying primarily<br />

on her own resources without underestimating <strong>the</strong> significance <strong>of</strong> cooperation<br />

with o<strong>the</strong>r partners, such as <strong>the</strong> Nordic countries.<br />

6.2 What Kind <strong>of</strong> Defence Forces does Finl<strong>and</strong> Need?<br />

Finl<strong>and</strong>’s national Defence Forces (FDF) exist above all for those unpredictable<br />

circumstances when Finl<strong>and</strong> may have to face unacceptable dem<strong>and</strong>s,<br />

<strong>and</strong> all o<strong>the</strong>r security arrangements have failed.<br />

The guiding factors in deciding <strong>the</strong> future <strong>of</strong> <strong>the</strong> national defence forces are<br />

<strong>the</strong> tasks <strong>and</strong> dem<strong>and</strong>s on <strong>the</strong> FDF defined by <strong>the</strong> Finnish Government <strong>and</strong><br />

Parliament. The Government report <strong>of</strong> 2009 stated inter alia <strong>the</strong> following with<br />

regard to <strong>the</strong> role <strong>of</strong> <strong>the</strong> FDF <strong>and</strong> <strong>military</strong> defence:<br />

The Defence Forces, pursuant to <strong>the</strong>ir statutory tasks, are employed in <strong>the</strong> <strong>military</strong> defence<br />

<strong>of</strong> Finl<strong>and</strong>, in supporting <strong>the</strong> o<strong>the</strong>r authorities as well as in international <strong>military</strong><br />

crisis management.<br />

Finl<strong>and</strong> prepares to repel <strong>the</strong> use <strong>of</strong> <strong>military</strong> force, or <strong>the</strong> threat <strong>the</strong>re<strong>of</strong>, against <strong>the</strong> nation.<br />

This highlights <strong>the</strong> importance <strong>of</strong> deterrence. The defence capability <strong>and</strong> readiness<br />

are scaled to correspond to <strong>the</strong> situation at h<strong>and</strong>.<br />

In line with <strong>the</strong> comprehensive approach, it is necessary to estimate whe<strong>the</strong>r it is possible<br />

to carry out <strong>the</strong> required tasks with national capabilities alone. Should <strong>the</strong> capabilities<br />

prove inadequate, during normal conditions it is necessary to guarantee <strong>the</strong> reception<br />

<strong>of</strong> <strong>military</strong> <strong>and</strong> o<strong>the</strong>r assistance needed in a crisis situation. This can be<br />

achieved through close international cooperation or through being allied with o<strong>the</strong>rs. 206<br />

The strength <strong>of</strong> Finl<strong>and</strong>’s peacetime defence forces is among <strong>the</strong> smallest in<br />

Europe, some 30 000. Especially in peacetime, <strong>the</strong> ground forces are essentially<br />

a training organization. Combat forces will have to be mobilized from<br />

<strong>the</strong> reserve.<br />
