The Baltic States could be occupied without any risk, <strong>and</strong> “Russia has all legal<br />

<strong>and</strong> moral rights to invade <strong>the</strong> Baltics. …Analysis shows that no one in <strong>the</strong><br />

West is going to fight with Russia over [<strong>the</strong>se countries]”, <strong>the</strong> INOBIS analysts<br />

concluded. This assessment is probably still relevant, <strong>and</strong> it raises <strong>the</strong><br />

question <strong>of</strong> <strong>the</strong> difficult problems <strong>of</strong> defending <strong>the</strong> Baltic countries. 54<br />

The enlargement <strong>of</strong> <strong>the</strong> Atlantic Alliance since <strong>the</strong> early 1990s has been primarily<br />

a political process. Its <strong>military</strong> dimension has been secondary. In <strong>the</strong><br />

background <strong>of</strong> Russia’s stiff opposition is <strong>the</strong> knowledge that countries which<br />

have joined NATO may have slipped permanently from Russia’s grip. For<br />

<strong>the</strong>se reasons alone, “NATO expansion should be kept at bay with an iron<br />

fist.” 55<br />

Russia’s former Foreign Minister Andrei Kozyrev wrote in <strong>the</strong> Newsweek<br />

magazine (February 10, 1997) that “<strong>the</strong> Russian people must be told <strong>the</strong> truth,<br />

<strong>and</strong> <strong>the</strong> truth is, NATO is not our enemy.” 56 The contrast between <strong>the</strong> views<br />

<strong>of</strong> Kozyrev <strong>and</strong> those <strong>of</strong> <strong>the</strong> current Russian leadership is great. 57 According<br />

to a Wikileaks report published in <strong>the</strong> Norwegian daily Aftenposten on December<br />

17, 2009, Vladimir Putin allegedly told NATO Secretary-General Anders<br />

Fogh Rasmussen that NATO no longer has a purpose <strong>and</strong> it was in Russia’s<br />
