Deputy Prime Minister Arkady Dvorkovich defined <strong>the</strong> priorities <strong>of</strong> <strong>the</strong> State<br />

as follows in October 2012:<br />

We cannot allow ourselves to simultaneously have a very high level <strong>of</strong> social protection<br />

in a system built on paternalistic principles, at <strong>the</strong> same time a very large army, <strong>and</strong><br />

at <strong>the</strong> same time a very large amount <strong>of</strong> state property conjointly with very low prices<br />

for energy resources within <strong>the</strong> country. … Choose one, two at most. 130<br />

Deputy Prime Minister Dmitry Rogozin, also chairman <strong>of</strong> <strong>the</strong> Military-<br />

Industrial Commission said in September 2012 that from now on national defence<br />

spending must be 3.5 percent <strong>of</strong> GDP. 131 This does not include <strong>the</strong> ca<br />

1.5 percent <strong>military</strong> related o<strong>the</strong>r spending.<br />

The well-known expert on Russia’s defence economy <strong>and</strong> industry, Pr<strong>of</strong>essor<br />

Julian Cooper, wrote:<br />

It has become clear that President Putin <strong>and</strong> <strong>the</strong> Prime Minister, Dmitry Medvedev,<br />

are resolutely committed to <strong>the</strong> full implementation <strong>of</strong> [<strong>the</strong> State Armament Programme,<br />

Gosudarstvennaya Programma Vooruzheniya, GPV-2020] even if it requires<br />

a larger defence burden on <strong>the</strong> economy. 132<br />

Summing up, <strong>the</strong> position <strong>of</strong> <strong>the</strong> Russian leadership is clear. The rearmament<br />

program is in fact seen as a means to boost <strong>the</strong> growth <strong>of</strong> <strong>the</strong> entire Russian<br />

industry, <strong>the</strong> same way as in <strong>the</strong> 1930s. 133 This may prove to be an illusion. If<br />

<strong>the</strong> national economy cannot sustain such an ambitious defence program, social<br />

programs will have to yield. If <strong>the</strong> acquisitions are realized, actual defence<br />

spending would increase substantially in coming years, perhaps as much as 50<br />
