The erection <strong>of</strong> <strong>the</strong> temporary structures will not affect any known heritage<br />
item; and<br />
The hours <strong>of</strong> operation will be limited to those <strong>of</strong> <strong>the</strong> event and all temporary<br />
structures are only permitted to remain on <strong>the</strong> site for <strong>the</strong> duration <strong>of</strong> <strong>the</strong><br />
proposed event, and appropriate conditions <strong>of</strong> consent have been<br />
recommended.<br />
North Coast Regional Environmental Plan 1988<br />
Clause 2B <strong>of</strong> <strong>the</strong> North Coast Regional Environmental Plan (NCREP) (now a Deemed<br />
SEPP) requires <strong>the</strong> aims and objectives <strong>of</strong> <strong>the</strong> NCREP to be considered during <strong>the</strong><br />
determination <strong>of</strong> development applications. The proposed development is consistent<br />
with all relevant objectives and controls <strong>of</strong> <strong>the</strong> NCREP, as follows:<br />
Agricultural Resources:<br />
The proposed development is within <strong>the</strong> 1(a1) (Rural "A1" Zone) and, as<br />
such, its effect on existing agricultural resources must be considered. It is<br />
considered that given <strong>the</strong> duration <strong>of</strong> <strong>the</strong> event, <strong>the</strong> impacts <strong>of</strong> <strong>the</strong> proposed<br />
development will not limit <strong>the</strong> productive potential <strong>of</strong> any agricultural land or<br />
create a conflicting land use issue with any existing agricultural activity.<br />
The Natural Environment:<br />
The proposed development does not involve <strong>the</strong> clearing <strong>of</strong> any native<br />
vegetation or have any known impact on <strong>the</strong> ecological values <strong>of</strong> <strong>the</strong> site.<br />
The proposal will not be visually intrusive or block significant views.<br />
Transport:<br />
The road system to <strong>the</strong> site, and parking at <strong>the</strong> site, is considered<br />
appropriate for <strong>the</strong> size <strong>of</strong> <strong>the</strong> proposed event.<br />
The proposal is at an existing airport and it is considered that any safety<br />
concerns will be minimised (See “Traffic and Parking”).<br />
Tourism:<br />
The proposed event has <strong>the</strong> potential to attract tourism to <strong>the</strong> area. The<br />
proposed event complies with <strong>the</strong> tourism objectives, as follows:<br />
- The proposed event will complement existing man-made features and<br />
be <strong>of</strong> positive benefit to <strong>the</strong> region‟s economy;<br />
- The proposed event will encourage tourism without degrading important<br />
environmental or agricultural features <strong>of</strong> <strong>the</strong> region; and<br />
- The proposed development is located to benefit from existing transport<br />
services, physical infrastructure, and <strong>the</strong> urban facilities <strong>of</strong> Kempsey.<br />
State Environmental Planning Policy (Infrastructure) 2007<br />
The application was referred to <strong>the</strong> Roads and Maritime Service (RMS) under Clause<br />
104 and Schedule 3 <strong>of</strong> SEPP (Infrastructure) 2007. The RMS recommends:<br />
<strong>Council</strong> identify <strong>the</strong> maximum number <strong>of</strong> vehicles expected to attend <strong>the</strong><br />
event and consider <strong>the</strong> potential impact <strong>of</strong> <strong>the</strong> safety and efficiency <strong>of</strong> <strong>the</strong><br />
surrounding road network.<br />
