On Friday, 17 August <strong>2012</strong> <strong>Council</strong> was appointed as <strong>the</strong> Smithtown Hall Reserve<br />
Trust for Reserve No R1035908 for community purposes.<br />
As with o<strong>the</strong>r hall committees, <strong>Council</strong> under Section 355 <strong>of</strong> <strong>the</strong> Local Government<br />
Act establishes hall committees to oversee <strong>the</strong> day to day management <strong>of</strong> <strong>the</strong><br />
facility.<br />
<strong>Council</strong> is now requested to establish <strong>the</strong> Smithtown Hall Committee as a 355<br />
Committee <strong>of</strong> <strong>Council</strong> to facilitate <strong>the</strong> management <strong>of</strong> <strong>the</strong> facility.<br />
GOAL 3:<br />
To Plan and Fund <strong>the</strong> Shire‟s Infrastructure and Service Needs<br />
3.1 Masterplan for <strong>the</strong> Development <strong>of</strong> Service Clubs Park, Central<br />

SUMMARY<br />
To consider a draft concept for future development <strong>of</strong> an adventure park within<br />
Service Clubs Park, Kempsey.<br />

That <strong>Council</strong> proceeds to place <strong>the</strong> draft concept design on public<br />
exhibition for a minimum <strong>of</strong> 28 days community consultation prior to<br />
adoption.<br />

RECOMMENDATION IMPLICATIONS<br />
Environmental, Social: Nil<br />
Policy or Statutory: This project is not considered as a priority for <strong>Council</strong> and is<br />
<strong>the</strong>refore not listed in <strong>Council</strong>‟s Operating plan. Any future works resulting from <strong>the</strong><br />
plan should be listed on <strong>Council</strong>‟s unfunded projects lists for future consideration<br />
against all <strong>of</strong> <strong>the</strong> o<strong>the</strong>r priorities <strong>of</strong> <strong>Council</strong>.<br />
Economic (Financial): The cost associated with development <strong>of</strong> <strong>the</strong> plan has been<br />
funded by <strong>the</strong> Kempsey Family Support Services [KFSS] under <strong>the</strong> grant funding<br />
received for <strong>the</strong> Macleay Valley Communities for Children Plus Program. This<br />
funding focused upon development <strong>of</strong> an interactive play area within Service Clubs<br />
Park. The project has resulted in <strong>the</strong> development <strong>of</strong> an overall Masterplan for<br />
future development <strong>of</strong> <strong>the</strong> park which can be adopted by <strong>Council</strong>. There is also a<br />
Concept Design Plan for <strong>the</strong> play area. It is unclear how much <strong>of</strong> <strong>the</strong> plan can be<br />
implemented by KFSS with <strong>the</strong> funding remaining under <strong>the</strong> grant.<br />
