over <strong>the</strong> event day (from 9:00am to 3:30pm). All vehicles must be fitted with<br />
mufflers ra<strong>the</strong>r than open exhaust pipes and pre-race burnouts are prohibited.<br />
There are a number <strong>of</strong> noise receivers in <strong>the</strong> area, including dwellings on<br />
Airport Road and Old Aerodrome Road, <strong>the</strong> closest <strong>of</strong> which are approximately<br />
four-hundred (400) metres and five-hundred (500) metres from <strong>the</strong> runway<br />
respectively.<br />
The background noise level in <strong>the</strong> area is 30dBA and <strong>the</strong> noise generated by<br />
<strong>the</strong> vehicles is expected to be 98dBA (at 30m). The report calculates that<br />
when two (2) vehicles are racing simultaneously <strong>the</strong> noise level at <strong>the</strong> closest<br />
dwelling (400m) will be 73dBA by distance attenuation.<br />
The noise level <strong>of</strong> 73dBA at <strong>the</strong> closest dwelling is 43dBA above background<br />
(73dBA – 30dBA = 43dBA).<br />
For infrequent events higher increases above background noise are deemed to<br />
be acceptable (Noise Guide for Local Government – page 62). In this case,<br />
43dBA above background would be acceptable so long as <strong>the</strong> event was only<br />
held a maximum <strong>of</strong> three (3) times per year.<br />
It is recommended that noise monitoring be required to be undertaken during <strong>the</strong><br />
event (See Condition 9(g)). The results <strong>of</strong> <strong>the</strong> noise testing will be a leading factor<br />
in <strong>the</strong> consideration <strong>of</strong> any future development application for drag racing events at<br />
this site.<br />
Air Pollution<br />
The closest neighbouring dwellings are approximately four-hundred (400) metres<br />
away from <strong>the</strong> runway. Given that only a small number <strong>of</strong> “road legal‟ cars will have<br />
<strong>the</strong>ir engines running at any one time (those racing or warming up to race) it is<br />
considered air pollution would be no greater than that generated by road use and,<br />
as such, would not significantly impact on neighbours.<br />
Disposal <strong>of</strong> Waste (Rubbish & Effluent)<br />
A Waste Management Plan is recommended as a condition <strong>of</strong> consent which must<br />
be prepared in accordance with <strong>the</strong> Department <strong>of</strong> Environment and Conservation<br />
(DEC) guidelines Waste Wise Events Guide and approved by <strong>Council</strong> prior to <strong>the</strong><br />
event.<br />
No less than fifteen (15) portable toilet facilities will be required to be provided<br />
onsite. Sufficient toilet facilities, including disabled facilities, will be available to all<br />
competitors and spectators (See Condition 9(c)).<br />
Crime Prevention through Environmental Design principals<br />
Any event, including a motorsport event, has <strong>the</strong> potential to generate some crime.<br />
To reduce this impact <strong>the</strong> applicant has proposed <strong>the</strong> following:<br />
a) The event be fully alcohol free with bag and esky checks at <strong>the</strong> gate.<br />
b) The proposed spectator access is <strong>of</strong>f Old Aerodrome Road at <strong>the</strong> far eastern<br />
side <strong>of</strong> <strong>the</strong> site, and spectators will be restricted to that area, with <strong>the</strong> active<br />
runway blocking <strong>the</strong>m from <strong>the</strong> airport buildings and aircraft parking areas.<br />
As such, <strong>the</strong>ft or vandalism <strong>of</strong> airport infrastructure or private property at<br />
<strong>the</strong> airport would be difficult and is considered unlikely;<br />
