2) Delegated Decision Making <strong>of</strong> <strong>Council</strong>lors: These are committees that <strong>Council</strong><br />
delegates its decision making functions to. These are seen as best suited to<br />
ongoing areas <strong>of</strong> <strong>Council</strong>‟s decision making where <strong>the</strong>re is a need to include a<br />
wider range <strong>of</strong> experience and skills in <strong>the</strong> process <strong>of</strong> making <strong>the</strong> decision and<br />
councillors are happy that those wider skill sets are in a better position to make<br />
a good decision than <strong>the</strong> councillors in isolation. They can also be used as<br />
councillor only committees where <strong>the</strong> councillors are comfortable with only a<br />
smaller group <strong>of</strong> councillors making <strong>the</strong> decisions that will bind <strong>the</strong> <strong>Council</strong>.<br />
3) Advisory Committees to Staff: These are committees to assist staff by providing<br />
input into <strong>the</strong> development <strong>of</strong> aspects <strong>of</strong> <strong>the</strong> operations. In some cases <strong>the</strong>se<br />
have an operational focus, such as developing procedures, and in o<strong>the</strong>r cases to<br />
provide input into <strong>the</strong> development <strong>of</strong> strategies and plans before <strong>the</strong>y are put<br />
out to <strong>the</strong> public or before <strong>the</strong> councillors.<br />
Committees are just one <strong>of</strong> <strong>the</strong> forms <strong>of</strong> communication used as part <strong>of</strong> <strong>the</strong> suite <strong>of</strong><br />
community engagement. In addition to formal committees, many informal <strong>meeting</strong>s<br />
or working groups are formed to deal with specific matters.<br />
<strong>Council</strong> Committees<br />
The following is <strong>the</strong> current listing <strong>of</strong> committees. It is recommended that, at this<br />
time, <strong>the</strong> councillors retain <strong>the</strong> same committee structure until <strong>the</strong>y have had time<br />
to go through <strong>the</strong> induction and get a feel for <strong>the</strong> areas in which <strong>the</strong>y are looking to<br />
develop strategies and focus on. This will allow <strong>the</strong> councillors to also consider who<br />
needs to be on various committees.<br />
The Mayor is an automatic member <strong>of</strong> all committees <strong>of</strong> <strong>the</strong> <strong>Council</strong>, and can chair<br />
any committee <strong>meeting</strong> at which she is in attendance.<br />
AUSTRALIA DAY COMMITTEE<br />
Purpose: This committee assists in determining <strong>the</strong> awards for Australia Day<br />
honours. It is also sometimes used as a sounding board for <strong>the</strong> format and nature<br />
<strong>of</strong> events.<br />

COMMUNITY DEVELOPMENT AND SUPPORT EXPENDITURE COMMITTEE<br />
Purpose: This committee considers <strong>the</strong> allocation <strong>of</strong> part <strong>of</strong> <strong>the</strong> funding required to<br />
be allocated by <strong>the</strong> clubs in <strong>the</strong> region from <strong>the</strong>ir poker machine takings that is<br />
used to fund community groups. The committee considers <strong>the</strong> applications and<br />
