3 Race control is to stop <strong>the</strong> race immediately; all vehicles<br />
are to hold position and all individuals are to vacate <strong>the</strong><br />
runway and approaches. If a large aircraft wish to land<br />
or in <strong>the</strong> unlikely event that an aircraft wants to<br />
undertake an emergency landing, all vehicles,<br />
equipment and individuals are to vacate <strong>the</strong> air strip.<br />
Sufficient staff, pre-event training and <strong>the</strong> easy<br />
relocation <strong>of</strong> race cars and witches-hat markers will<br />
mean this can occur in 90 seconds.<br />
4 Race control is to inform <strong>the</strong> Ground Marshals that an<br />
aircraft is intended to enter <strong>the</strong> movement area.<br />

5 Ground Marshals are to close all vehicle access points Ground Marshals<br />
6 Once <strong>the</strong> aircraft movement ceases, give Race Control<br />
<strong>the</strong> “ok to proceed”.<br />

NOTAM (Notice to Airmen) will be issued and emergency services (such as Air<br />
Ambulance) will be separately notified prior to <strong>the</strong> event. All costs will be borne by<br />
<strong>the</strong> applicant (See Condition 9(a)(i)).<br />
Regulatory Authorities<br />
The safety measures implemented for <strong>the</strong> proposed event will be administered by a<br />
number <strong>of</strong> regulatory bodies, including:<br />

<strong>Council</strong>, as owners <strong>of</strong> <strong>the</strong> Kempsey Airport asset, have liaised with <strong>the</strong> <strong>Council</strong>‟s<br />
aerodrome consultant Aerodrome Operation Support (AOS). Comments on safety<br />
and <strong>the</strong> likely lease requirements may be summarised as follows:<br />
a) Need to conduct an inspection and provide a report <strong>of</strong> <strong>the</strong> runway<br />
pavement and wearing course north <strong>of</strong> <strong>the</strong> taxiway, prior to and after<br />
<strong>the</strong> event by a qualified road expert approved by <strong>Council</strong> (See Conditions<br />
10 & 11);<br />
b) Provision <strong>of</strong> a security bond <strong>of</strong> $<strong>25</strong>0,000 (cash amount) to cover costs<br />
<strong>of</strong> any necessary repair to <strong>the</strong> runway wearing course and/or pavement<br />
(See Condition 12);<br />
c) Pay fees in association with:<br />
- The preparation <strong>of</strong> an Aerodrome Traffic Management Plan by a<br />
consultant approved by <strong>Council</strong> (See Condition 9(d);<br />
- Daily lease fee for <strong>the</strong> usage <strong>of</strong> <strong>the</strong> aerodrome <strong>of</strong> $2,000 per day<br />
(See Condition 13(a));<br />
d) Provide Public Liability cover for <strong>the</strong> event <strong>of</strong> $20,000,000 (See<br />
Condition 8);<br />
e) Provide a Detailed Event Management Plan that includes emergency<br />
management & evacuation procedures (See Condition 9); and<br />
f) Complete an airside vehicle authorisation application for event vehicles<br />
airside (See Conditions 9(a)(ii) and 9(f)).<br />
