On day one <strong>of</strong> <strong>the</strong> conference <strong>the</strong>re were Aboriginal Staff <strong>meeting</strong>s designed to<br />
formulate recommendations to <strong>the</strong> LGSA conference in October. The<br />
recommendations are attached (Appendix A – Page DR1).<br />
Amongst <strong>the</strong> individual sessions <strong>of</strong> <strong>the</strong> conference <strong>the</strong>re were two:<br />
Youth – our relationships: our futures and Aboriginality; and<br />
Elders – our relationships: leadership and Aboriginality<br />
followed by a session - Perspectives <strong>of</strong> Youth and Elders. A copy <strong>of</strong> <strong>the</strong> outcomes<br />
will be available on <strong>the</strong> conference website.<br />
In response to my submission on <strong>the</strong> Aboriginal Affairs Policy, <strong>the</strong> Hon Victor<br />
Dominello MP advised that it is vital to recognise <strong>the</strong> wisdom and guidance from<br />
Aboriginal Elders in <strong>the</strong> development <strong>of</strong> a successful Aboriginal Affairs Strategy for<br />
NSW.<br />
The Minister also mentioned <strong>the</strong> failure <strong>of</strong> State agencies to communicate and<br />
coordinate to improve service delivery and accountability in Aboriginal affairs.<br />
To successfully consider <strong>the</strong> views <strong>of</strong> <strong>the</strong> Aboriginal community it will be<br />
recommended that <strong>Council</strong> endeavour to re-establish <strong>the</strong> Aboriginal Consultative<br />
Committee. Whilst <strong>Council</strong>‟s current Community Strategic Plan provides<br />
“Streng<strong>the</strong>n reconciliation with our Aboriginal Community” <strong>the</strong>re has been only<br />
seven resolutions <strong>of</strong> this committee implemented during <strong>the</strong> period 2008-<strong>2012</strong> prior<br />
to <strong>the</strong> dissolution <strong>of</strong> <strong>the</strong> committee in 2010. The Social Strategic Planning<br />
Committee was also discontinued.<br />
In addition, <strong>Council</strong>‟s Community Delivery Program 2010-2015 provides:<br />
A • Promote awareness <strong>of</strong> Indigenous Heritage history and culture; and<br />
Investigate and pursue innovative community consultation processes that<br />
<strong>the</strong> Aboriginal and Torres Strait Islander Commission (ATSIC) community<br />
will welcome and participate in.<br />
B<br />
Opportunities and Challenges<br />
Lack <strong>of</strong> genuine employment opportunities within mainstream organisations<br />
e.g. non-ATSI based organisations;<br />
Create a shire in which Aboriginal culture, heritage and contribution is widely<br />
acknowledged and celebrated;<br />
Retention <strong>of</strong> ATSI people within <strong>the</strong> educational system eg year 12 and<br />
beyond;<br />
Addressing health, education and housing needs with <strong>the</strong> ATSI community to<br />
close <strong>the</strong> gap between <strong>the</strong> ATSI and non-ATSI communities; and<br />
Industry development and tourism.<br />
The Ministerial Taskforce on Aboriginal Affairs conducted a community consultation<br />
process in Kempsey on Tuesday 28 August <strong>2012</strong> concentrating on three main<br />
issues:<br />
Local decision making;<br />
Language lighthouse; and<br />
Opportunity hub<br />
A survey was launched inviting <strong>the</strong> community to have a say in order to give <strong>the</strong><br />
government what it needs.<br />
