Under <strong>the</strong> Motor Vehicle Sports (Public Safety) Act 1985 all motorsports events<br />
must be approved by <strong>the</strong> NSW Office <strong>of</strong> Communities. Prior to <strong>the</strong> running <strong>of</strong> <strong>the</strong><br />
proposed drag racing event such an approval must be obtained by <strong>the</strong> event<br />
organiser (See Advice (a)).<br />
Examples <strong>of</strong> Drag Racing Events at O<strong>the</strong>r Airports:<br />
There are a number <strong>of</strong> examples <strong>of</strong> o<strong>the</strong>r <strong>Council</strong>s which run drag racing events on<br />
<strong>the</strong>ir local airport runways, including:<br />
- Alice Springs Town <strong>Council</strong> – Alice Springs Airport<br />
- Ballarat City <strong>Council</strong> – Ballarat Airport<br />
- East Gippsland Shire <strong>Council</strong> – Bairnsdale Airport<br />
- District <strong>Council</strong> <strong>of</strong> Loxton Waikerie – Waikerie Airport<br />
- East Gippsland Shire <strong>Council</strong> – Bairnsdale Aerodrome<br />
- Glen Innes Severn <strong>Council</strong> – Glen Innes Airport<br />
- Gunnedah Shire <strong>Council</strong> – Gunnedah Airport<br />
- Leeton Shire <strong>Council</strong> – Leeton Airport<br />
- Richmond Valley <strong>Council</strong> – Casino Airport<br />
Research has been conducted and a number <strong>of</strong> <strong>the</strong>se <strong>Council</strong>s have been contacted,<br />
<strong>the</strong> results <strong>of</strong> which vary. For example, drag racing events have been held at<br />
Gunnedah, Ballarat, Leeton and Alice Springs with no serious runway or<br />
infrastructure damage. However, drag racing has been conducted at Casino Airport<br />
during which <strong>the</strong> runway has been damaged. It is noted that <strong>the</strong> Casino event<br />
included powerful vehicles such as purpose built dragsters which will not be<br />
permitted at <strong>the</strong> proposed Kempsey event.<br />
Conclusion:<br />
The evidence suggests that lower powered cars will not cause significant damage to<br />
<strong>the</strong> airport runway pavement, whereas significant damage can occur if <strong>the</strong> vehicles<br />
are too powerful for <strong>the</strong> runway pavement. It is considered that permitting “road<br />
legal” cars only will minimise <strong>the</strong> risk <strong>of</strong> damage. As a contingency (and to cover<br />
misuse <strong>of</strong> <strong>the</strong> runway by <strong>the</strong> operator/competitor) a bond <strong>of</strong> $<strong>25</strong>0,000 will be<br />
required to repair any unexpected damage with a pre and post dilapidation report<br />
required in recommended conditions <strong>of</strong> consent (See Conditions 10 & 11)<br />
Public Notification<br />
The application was advertised in accordance with <strong>Council</strong> Public Notification Policy<br />
on two separate occasions, between 18 January 2011 and 31 January 2011 and<br />
again on <strong>the</strong> 10 January <strong>2012</strong> to 23 January <strong>2012</strong> following amendments to <strong>the</strong><br />
original proposal. A total <strong>of</strong> ninety-seven (97) submissions were received <strong>of</strong> which<br />
twenty-seven (27) were in support and seventy (70) were objections, including<br />
three (3) confidential objections. (Appendix F - Page SE8, part 2 - Page SE38,<br />
part 3 - Page SE126)<br />
Support:<br />
The letters <strong>of</strong> support raised <strong>the</strong> following points:<br />
1 It will not be noisy as most vehicles are street-legal, not as loud as<br />
aeroplanes.<br />
2 Positive economic impact in <strong>the</strong> area.<br />
