There is no direct funding proposed from <strong>Council</strong>, however <strong>the</strong>re are some indirect<br />

costs incurred in providing technical support to <strong>the</strong> project and supervising works<br />

upon <strong>Council</strong>‟s land.<br />

REPORT DETAILS<br />

The Kempsey Family Support Service was successful in obtaining a grant for<br />

approximately $40,000 from <strong>the</strong> Communities for Children Plus Program<br />

administered by The Benevolent Society on behalf <strong>of</strong> <strong>the</strong> State Government. The<br />

scope <strong>of</strong> works for <strong>the</strong> grant included consultation with <strong>the</strong> community to identify<br />

<strong>the</strong> opportunities for improvement, <strong>the</strong> development <strong>of</strong> a design for <strong>the</strong> works and<br />

ultimately construction <strong>of</strong> an interactive play area within Service Clubs Park along<br />

Belgrave Street, Kempsey.<br />

<strong>Council</strong>lors and <strong>Council</strong> staff participated in <strong>the</strong> community consultation where<br />

significant input was provided by <strong>the</strong> community. More recently, <strong>the</strong> site was<br />

included as a case study in a workshop held in Kempsey about „Child Friendly By<br />

Design‟.<br />

At <strong>the</strong> end <strong>of</strong> this process, a concept design and Masterplan document for <strong>the</strong><br />

proposed play area within Service Clubs Park has been developed based on all <strong>the</strong><br />

input which has been provided from <strong>Council</strong> and <strong>the</strong> community. The draft<br />

masterplan document is contained in (Appendix A – Page IS1).<br />

The concept design for <strong>the</strong> proposed play area was developed following <strong>the</strong><br />

masterplan. A copy <strong>of</strong> <strong>the</strong> draft concept design for <strong>the</strong> play area including <strong>the</strong><br />

supporting document is contained in (Appendix B – Page IS27) part 2, part 3.<br />

It is recommended that <strong>Council</strong> seek submissions from <strong>the</strong> community prior to<br />

endorsing <strong>the</strong> masterplan and concept design work which has been completed.<br />

<strong>Council</strong>‟s role in <strong>the</strong> project has been limited to participating in <strong>the</strong> community<br />

consultation and providing peer review and technical support during <strong>the</strong> design<br />

stages. Future involvement will be limited to providing in-kind technical support to<br />

Kempsey Support Services whilst <strong>the</strong>y organise and manage contractors to<br />

undertake <strong>the</strong> works proposed on <strong>the</strong> interactive play area.<br />

It is unclear how much <strong>of</strong> <strong>the</strong> works can be achieved from <strong>the</strong> grant funds at this<br />

state. However, adoption <strong>of</strong> <strong>the</strong> Masterplan by <strong>Council</strong> will provide a starting point<br />

for undertaking works and a basis for future grant applications. The final scope <strong>of</strong><br />

works to be completed will be determined by Kempsey Family Support Services in<br />

consultation with <strong>Council</strong> staff following adoption <strong>of</strong> <strong>the</strong> Masterplan and Play Area<br />

Concept Design.<br />

3.2 Reallocation <strong>of</strong> Capital Funding for <strong>the</strong> Water Fund<br />

SUMMARY<br />

To consider <strong>the</strong> reallocation <strong>of</strong> capital funding outlined for Goal 3, Infrastructure<br />

and Services, Water Fund. Water Services are proposing to reallocate funding from<br />

<strong>the</strong> Crescent Head Water Treatment Facility upgrade to replacement <strong>of</strong> <strong>the</strong><br />

disinfection system at Steuart McIntyre Dam.<br />
