In providing <strong>the</strong> schools with a $50 per school donation, <strong>Council</strong> continues <strong>the</strong><br />

support that has been provided over <strong>the</strong> past years. This donation is used for a<br />

variety <strong>of</strong> awards, books and o<strong>the</strong>r school materials.<br />

<strong>Council</strong>‟s Community Grants and Donations budget is to support local organisations<br />

in developing community capacity and capabilities.<br />

Reporting on <strong>Council</strong> being appointed <strong>the</strong> trusteeship <strong>of</strong> <strong>the</strong> Smithtown Hall Reserve<br />

Trust.<br />

1 That <strong>the</strong> Smithtown Hall Committee be appointed as a 355 Committee<br />

<strong>of</strong> <strong>Council</strong>.<br />

2 That <strong>the</strong> delegation be for <strong>the</strong> management <strong>of</strong> <strong>the</strong> Smithtown Hall.<br />

Environmental: Nil.<br />

Social: The Smithtown Hall provides an important social venue for residents <strong>of</strong> <strong>the</strong><br />

Smithtown area.<br />

Economic (Financial): The facilities provided at <strong>the</strong> Smithtown Hall will be<br />

covered by <strong>Council</strong>‟s existing insurance arrangements.<br />

Policy or statutory: Section 355 <strong>of</strong> <strong>the</strong> Local Government Act outlines how a<br />

council exercises its functions. Under this section <strong>Council</strong> has determined to<br />

exercise its functions relating to halls, tennis facilities and cultural/environmental<br />

services via citizen membership committees <strong>of</strong> <strong>Council</strong>.<br />

Background Information<br />

At <strong>Council</strong>‟s <strong>meeting</strong> <strong>of</strong> 11 December 2007 a report was considered on <strong>the</strong> future<br />

management <strong>of</strong> halls within <strong>the</strong> Shire. At this <strong>meeting</strong> <strong>Council</strong> resolved:<br />

“That <strong>Council</strong> proceed with <strong>the</strong> transfer <strong>of</strong> trusteeships <strong>of</strong> community halls at<br />

Smithtown, Willawarrin, Bellbrook, South West Rocks and Frederickton to <strong>Council</strong>.”<br />

Whilst <strong>the</strong> halls <strong>of</strong> Willawarrin, South West Rocks and Frederickton were transferred<br />

to <strong>Council</strong> <strong>the</strong> remaining halls <strong>of</strong> Bellbrook and Smithtown remained outstanding.<br />
