The investigation will also compare <strong>the</strong> capital costs for improving our decentralised<br />

water treatment plants, including <strong>the</strong> Crescent Head WTP, versus centralising our<br />

supply from <strong>the</strong> Steuart McIntyre Dam. For example, should <strong>Council</strong> link Hat Head<br />

and Crescent Head to <strong>the</strong> Kempsey system? The options investigation will<br />

investigate both cost and non-cost factors in determining <strong>the</strong> overall preferred<br />

option(s).<br />

This investigation will be used to develop an investment strategy for our drinking<br />

water infrastructure and determine where capital expenditure should be maximised<br />

in <strong>the</strong> future delivery programs. Should <strong>the</strong> preferred option be to move from our<br />

current decentralised systems to a centralised system, <strong>the</strong>n investment to improve<br />

<strong>the</strong> Crescent Head WTP may not be necessary. For this reason, it is preferred not to<br />

expend <strong>the</strong> capital funding allocated to for Crescent Head WTP in this financial year.<br />

The hypochlorite dosing facility at <strong>the</strong> Stuart McIntyre Dam is non-compliant to<br />

Dangerous Goods storage requirements and prone to failures. Recent risk<br />

evaluations <strong>of</strong> this system have indicated that it poses a high risk <strong>of</strong> failure<br />

potentially resulting in un-disinfected drinking water entering <strong>the</strong> distribution<br />

system and for environmental spillage. There is also a risk <strong>of</strong> chemical spills on-site<br />

should <strong>the</strong> hypochlorite storage system fail. The containment bund will not contain<br />

<strong>the</strong> total volume <strong>of</strong> chemicals stored at this facility.<br />

The condition <strong>of</strong> <strong>the</strong> system was recently highlighted during routine inspection <strong>of</strong><br />

<strong>the</strong> site by staff from <strong>the</strong> NSW Office <strong>of</strong> Water. A copy <strong>of</strong> <strong>the</strong> recent correspondence<br />

is contained in (Appendix C – Page IS36) for information. It is imperative that<br />

<strong>Council</strong> progress with upgrading <strong>of</strong> this system in <strong>the</strong> immediate future.<br />

The proposed reallocation <strong>of</strong> funding from <strong>the</strong> Crescent Head WTP to an upgrade <strong>of</strong><br />

<strong>the</strong> disinfection system at Steuart McIntyre Dam is recommended.<br />

3.3 Revegetation Program – Sherwood Borefield - Grant Opportunity<br />

SUMMARY<br />

To consider and approve Kempsey Shire <strong>Council</strong>‟s participation in a revegetation<br />

program on <strong>the</strong> Sherwood Borefield with <strong>the</strong> Nor<strong>the</strong>rn Rivers Catchment<br />

Management Authority under <strong>the</strong> federally funded “Clean Energy Future 2011-<strong>2012</strong><br />

Biodiversity Fund” grants program.<br />

That <strong>Council</strong> undertake revegetation works utilising grant funding from <strong>the</strong><br />

Nor<strong>the</strong>rn Rivers Catchment Management Authority under <strong>the</strong> “Clean<br />

Energy Future 2011-<strong>2012</strong> Biodiversity Fund” in <strong>the</strong> amount <strong>of</strong> $164,300 in<br />

accordance with <strong>the</strong> report.<br />

RECOMMENDATION IMPLICATIONS<br />

Environmental: This project will result in significant environmental improvements<br />

to <strong>Council</strong> owned land both upstream <strong>of</strong> and within <strong>the</strong> Sherwood Borefield. The<br />
