<strong>2012</strong> ANNUAL REPORT<br />
Article 67. It was voted to accept a gift <strong>of</strong> land from The Nature Conservancy consisting <strong>of</strong><br />
3.63 acres located in the Basin Preserve and marked as “Hatch Road Section” on the Land<br />
Transfer Survey Map. This parcel is a portion <strong>of</strong> Map 042, Lot 011 and is further described in<br />
attachments to these <strong>Town</strong> Meeting Minutes.<br />
LIBRARIES<br />
Article 68. It was voted to raise and appropriate the reduced amount <strong>of</strong> $28,000.00 for the<br />
care, maintenance and operation <strong>of</strong> the Albert F. Totman Library.<br />
(Library Trustee Chairman Gary Morong made a motion, which was seconded, to reduce<br />
the amount to be raised and appropriated from $28,512.00 to $28,000.00. Siegfried<br />
Cesh made an amendment, which was seconded but failed (66 for - 78 against), to keep the<br />
amount at $28,512.00.)<br />
Article 69. It was voted to raise and appropriate the reduced amount <strong>of</strong> $4,500.00 for the Albert<br />
F. Totman Library Capital Improvement Reserve account, pursuant to 30-A MRSA § 5801,<br />
for the purpose <strong>of</strong> building repairs and major maintenance.<br />
(Library Trustee Chairman Gary Morong made a motion, which was seconded, to reduce<br />
the amount to be raised and appropriated from $5,000.00 to $4,500.00.)<br />
Article 70. The following citizens were reelected as trustees to the Albert F. Totman Library (5<br />
year terms): Gary E. Morong and Thomas C. Totman.<br />
Article 71. It was voted (111 for - 47 against) to raise and appropriate the reduced amount <strong>of</strong><br />
$25,000.00 to support the operating costs <strong>of</strong> the Patten Free Library.<br />
(Camilla Healy made a motion, which was seconded, for the recommended amount <strong>of</strong><br />
$35,493.00. Proctor Wells made a motion which was seconded, to amend the amount from<br />
$35,493.00 to $25,000.00. A lengthy discussion developed. A motion to cut <strong>of</strong>f debate<br />
passed. The amendment made by Proctor Wells for $25,000.00 passed. Paul Shiebler<br />
proposed an amendment to use the funds for support <strong>of</strong> the Albert F. Totman Library<br />
should the Patten Free Library refuse the reduced funds. This amendment was ruled out<br />
<strong>of</strong> order by Moderator John Morse.)<br />
CEMETERIES, RECREATION & AGENCIES<br />
Article 72. The following citizen was re-elected as a trustee to the <strong>Phippsburg</strong> Cemetery District,<br />
Inc. (5 year term): Jean H. Flink.<br />
Article 73. It was voted to raise and appropriate the recommended amount <strong>of</strong> $15,000.00 for<br />
annual maintenance costs <strong>of</strong> Morningside, Reed, and Hillside cemeteries.<br />
Article 74. It was voted to adopt an Ordinance entitled “<strong>Town</strong> <strong>of</strong> <strong>Phippsburg</strong>, Maine Public<br />
Cemetery Ordinance, May 2, <strong>2012</strong>” (attachment to these <strong>Town</strong> Meeting Minutes).<br />
Article 75. It was voted to raise and appropriate the recommended amount <strong>of</strong> $10,000.00 for<br />
the operating budget <strong>of</strong> the Recreation Commission.
