TOWN OF PHIPPSBURG<br />

Police Chief Skroski purchased a new 2013 Ford Police Interceptor (including equipment)<br />

for $37,000 to replace the 2003 Crown Victoria which will be sold. This purchase was also part<br />

<strong>of</strong> last year’s bond.<br />

Fire Chief Totman purchased a new mini-pumper for $148,965.00 and sold the 1987 GMC<br />

Engine for $3,000 to the <strong>Town</strong> <strong>of</strong> Athens. $50,000 <strong>of</strong> the cost was funded through fundraisers<br />

and donations collected by the <strong>Phippsburg</strong> Fire Association.<br />

Boy Scout Projects<br />

We would like to thank three <strong>of</strong> our local Boy Scouts who completed community projects as<br />

part <strong>of</strong> their advancement requirements to Eagle Scout. their Eagle Scout projects. The projects<br />

completed were:<br />

Scout Kevin McAloney (Troop 621) - Hatch Point flagpole and stone garden. More<br />

details <strong>of</strong> the project are in the <strong>Town</strong> Lands Management <strong>Report</strong> on page 142). Photos<br />

<strong>of</strong> the project and ceremony are on the front cover <strong>of</strong> this <strong>Town</strong> <strong>Report</strong> and on page 206.<br />

Scout Truman Slocum (Troop 648) - “Welcome to <strong>Phippsburg</strong>” dory sign in Winnegance<br />

with plantings. The dory was donated by the family <strong>of</strong> Alfred Smith. Photo <strong>of</strong><br />

the project is on the front cover <strong>of</strong> the <strong>Town</strong> <strong>Report</strong><br />

Scout Reuel Wilgus (Troop 648) - Wooden informational kiosk at the <strong>Town</strong> Hall parking<br />

lot which includes an engraved map <strong>of</strong> <strong>Phippsburg</strong> with points <strong>of</strong> interest and a brochure<br />

holder. Photo <strong>of</strong> the project is on page 120.<br />

It takes leadership, organizational skills, and a lot <strong>of</strong> personal time to complete projects such<br />

as these. Only 2% <strong>of</strong> those who join the Boy Scouts earn the rank <strong>of</strong> Eagle. The community<br />

should be very proud <strong>of</strong> these dedicated young men<br />

Other Items <strong>of</strong> Interest<br />

Basin Property Gift - At last years <strong>Annual</strong> <strong>Town</strong> Meeting the citizens voted to accept 40<br />

acres in the vicinity <strong>of</strong> the Mill Dam and 20 acres in the vicinity <strong>of</strong> the school as well as Hatch<br />

Road. The deeds were signed in January <strong>of</strong> 2013. We thank Anna Varian, Chair <strong>of</strong> the <strong>Town</strong><br />

Lands Management Committee, and her Committee members who have worked very hard over<br />

the last four years to make this happen.<br />

Personnel Manual - We have written and adopted the first Personnel Manual that <strong>Phippsburg</strong><br />

has ever had. This has been a year long process that included many workshops and meetings<br />

with our <strong>Town</strong> employees.<br />

Social Media Policy - We are finishing a Social Media Policy which will set the standards<br />

for the use <strong>of</strong> social media by <strong>Town</strong> Employees, Departments, Boards, Committees and Commissions.<br />

This is for <strong>Town</strong> supported social media not personal. We are also looking at having<br />

a written policy concerning the use <strong>of</strong> video conferencing (i.e. SKYPE) during meetings.<br />

Facilities Use Policy - We are in the final stages <strong>of</strong> creating a policy for private non-pr<strong>of</strong>it<br />
