Special <strong>Town</strong> Meeting Minutes<br />

For November 6, <strong>2012</strong><br />

<strong>Phippsburg</strong> Elementary School<br />

<strong>Town</strong> Meeting convened at 7:45 a.m. and Polls opened at 8:00 a.m. - 1,411 voters cast ballots.<br />

Polls closed at 8:00 p.m. and <strong>Town</strong> Meeting adjourned at 9:15 p.m. after completing vote count.<br />

Article 1. John Morse IV was elected moderator to preside at said meeting.<br />

Article 2. The following secret ballot votes were cast for the District 5 position on the Board <strong>of</strong><br />

Directors for Regional School Unit #1:<br />

District 5 (one position) (487 ballots cast)<br />

August, Stephen M. (Bath) - 442votes<br />

Blanks - 45<br />

Article 3. It was voted by secret ballot (Yes - 684, No - 594, Blanks – 133) to adopt an Ordinance<br />

entitled “<strong>Town</strong> <strong>of</strong> <strong>Phippsburg</strong>, Maine Land Use Ordinance, November 6, <strong>2012</strong>.”<br />

For January 9, 2013<br />

<strong>Phippsburg</strong> Elementary School<br />

Special <strong>Town</strong> Meeting convened from 6:00 p.m. to 6:35 p.m. on January 9, 2013 (53 Voters)<br />

Article 1. John Morse IV was elected moderator to preside at said meeting.<br />

Article 2. It was voted to appropriate the recommended amount <strong>of</strong> $40,000.00 from Surplus<br />

available as <strong>of</strong> January 9, 2013 in additional funding for the “Retirement Benefits, Medicare,<br />

and FICA Account” to cover FICA and Medicare withholding taxes due, as well as IRS interest<br />

and penalties for calendar years 2008 through 2013.<br />

(Treasurer Lisa Wallace explained that she had made some coding mistakes in the payroll<br />

system which resulted in FICA and Medicare payroll taxes not being withheld correctly and<br />

apologized for the error. A motion was also made, seconded and passed to allow non-resident<br />

William Brewer, <strong>Town</strong> Auditor, to speak. He further explained the need for this article. The<br />

Board <strong>of</strong> Selectmen recommended passage <strong>of</strong> this article.)<br />
