directions, notices, orders or o<strong>the</strong>r instruments made under any<br />

emergency regulations, shall be published in <strong>the</strong> Gazette.<br />

(2) Where at any time <strong>the</strong> President deems it<br />

impracticable or inexpedient to publish in <strong>the</strong> Gazette a<br />

proclamation <strong>of</strong> emergency or any emergency regulations, or any<br />

rules, directions, notices, orders or o<strong>the</strong>r instruments made under<br />

any emergency regulations, he or she may cause <strong>the</strong> proclamation<br />

or <strong>the</strong> instrument in question to be published<br />

(a) by notice affixed to one or more public<br />

buildings or distributed amongst <strong>the</strong> public;<br />

(b)<br />

or<br />

by public announcements made orally by<br />

him or by persons authorised by him.<br />

(3) Upon <strong>the</strong> publication <strong>of</strong> a proclamation <strong>of</strong><br />

emergency, all such emergency regulations, rules, directions,<br />

notices, orders and instruments as abovementioned may be made,<br />

issued or given, and may be executed upon any person or authority<br />

even if publication in <strong>the</strong> Gazette <strong>of</strong> any such emergency<br />

regulations, rules, directions, notices, orders or instruments has not<br />

yet been made under subsection (1).<br />

Detention <strong>of</strong><br />

persons<br />

24.(1) Where a person is detained by virtue <strong>of</strong> emergency<br />

regulations, <strong>the</strong> following rules apply:<br />

(a) <strong>the</strong>re shall as soon as is practicable, and in<br />

any case not later than ten days after <strong>the</strong><br />

commencement <strong>of</strong> <strong>the</strong> detention, be<br />

furnished to him or her a statement in<br />

writing, in a language that he or she<br />

understands, <strong>of</strong> <strong>the</strong> grounds upon which he<br />

or she is detained;<br />

(b) not later than twenty-eight days after <strong>the</strong><br />

commencement <strong>of</strong> <strong>the</strong> detention, a notice<br />

shall be published in <strong>the</strong> Gazette stating that<br />

he or she has been detained and giving<br />

particulars <strong>of</strong> <strong>the</strong> provision <strong>of</strong> <strong>the</strong> law which<br />

authorised <strong>the</strong> detention;<br />

(c) he or she may from time to time request that<br />

his or her case be reviewed under paragraph<br />

(d) but, where such a request has been made,<br />

and <strong>the</strong>n such request shall not be made<br />

before <strong>the</strong> expiration <strong>of</strong> three months from<br />

<strong>the</strong> making <strong>of</strong> <strong>the</strong> previous request;<br />

(d) where a request is made under paragraph (c),<br />

<strong>the</strong> case shall within one month <strong>of</strong> <strong>the</strong><br />

making <strong>of</strong> <strong>the</strong> request be reviewed by a<br />

review tribunal;<br />

(e) <strong>the</strong> detained person shall be afforded<br />

reasonable facilities to consult and instruct,<br />

at his or her own expense, an attorney-at-law<br />

<strong>of</strong> his own choice, and along with his or her<br />
