(2) References in sections 13, 14, 18 and 23 to a<br />

criminal <strong>of</strong>fence shall be construed as including references to an<br />

<strong>of</strong>fence against a disciplinary law, and such references in<br />

subsections (2) to (8) and (12)(a) <strong>of</strong> section 15 shall, in relation to<br />

proceedings before a court established by a disciplinary law, be<br />

similarly construed.<br />

(3) In relation to a person who is a member <strong>of</strong> a<br />

disciplined force raised under <strong>the</strong> law <strong>of</strong> a country o<strong>the</strong>r than<br />

Grenada and lawfully present in Grenada, nothing contained in or<br />

done under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> disciplinary law applying to that<br />

force shall be held to be inconsistent with or in contravention <strong>of</strong><br />

any provision <strong>of</strong> sections 12 to 25.<br />

28. In addition to <strong>the</strong> fundamental rights and freedoms<br />

declared above, and which are judicially enforceable in favour <strong>of</strong><br />

<strong>the</strong> citizen, this Constitution acknowledges that <strong>the</strong>re are certain<br />

social and economic rights that are universally recognised as<br />

essentials <strong>of</strong> human dignity and well-being and are equally<br />

indispensable to <strong>the</strong> full enjoyment <strong>of</strong> citizenship in a democratic<br />

society, notwithstanding that <strong>the</strong>y are not listed among <strong>the</strong><br />

<strong>constitution</strong>ally protected rights. Therefore, in order to accord<br />

<strong>constitution</strong>al sanction to <strong>the</strong>se rights, it is hereby decreed that it<br />

shall be <strong>the</strong> moral and political obligation <strong>of</strong> <strong>the</strong> Government <strong>of</strong><br />

Grenada to pursue and direct <strong>the</strong> policies <strong>of</strong> <strong>the</strong> State towards <strong>the</strong><br />

judicious use and management <strong>of</strong> <strong>the</strong> resources <strong>of</strong> Grenada in <strong>the</strong><br />

production, management and distribution <strong>of</strong> wealth for <strong>the</strong> good <strong>of</strong><br />

all our people and, in particular, to ensure that every citizen <strong>of</strong><br />

Grenada is provided with, among o<strong>the</strong>r things,<br />

(a) an adequate minimum level <strong>of</strong> food for proper<br />

sustenance;<br />

(b) adequate and decent shelter conducive to health and<br />

well-being;<br />

adequate health care for physical and mental health;<br />

adequate compulsory education for such minimum<br />

period <strong>of</strong> not less than twelve years, and equal<br />

access to educational opportunities and facilities<br />

beyond <strong>the</strong> period <strong>of</strong> compulsory education;<br />

adequate employment opportunities and <strong>the</strong> just and<br />

favourable conditions <strong>of</strong> work;<br />

adequate social security so that no one is left<br />

unprovided for by reason <strong>of</strong> incapacity to work or<br />

involuntary unemployment; and<br />

(g) a clean, healthy and ecologically balanced<br />

environment.<br />
