116. There shall be a Consolidated Fund into which shall<br />

be paid all revenues or o<strong>the</strong>r moneys raised or received for <strong>the</strong><br />

purposes or on behalf <strong>of</strong> <strong>the</strong> Commonwealth <strong>of</strong> Grenada, and not<br />

being revenues or o<strong>the</strong>r moneys that are payable by or under an Act<br />

for some specific purpose or into some o<strong>the</strong>r fund established<br />

under an Act for a specific purpose.<br />

117. Where any moneys are charged by this Constitution<br />

or by any law enacted by Parliament upon <strong>the</strong> Consolidated Fund<br />

or any o<strong>the</strong>r public fund, <strong>the</strong>y shall be paid out <strong>of</strong> that fund by <strong>the</strong><br />

Government <strong>of</strong> Grenada to <strong>the</strong> person or authority to whom<br />

payment is due.<br />

118. No moneys shall be withdrawn from any public<br />

fund o<strong>the</strong>r than <strong>the</strong> Consolidated Fund unless <strong>the</strong> issue <strong>of</strong> those<br />

moneys had been authorized by or under an Act <strong>of</strong> Parliament.<br />

119. Parliament may prescribe <strong>the</strong> manner in which<br />

withdrawals may be made from <strong>the</strong> Consolidated Fund or any o<strong>the</strong>r<br />

public fund.<br />

120.(1) The Minister <strong>of</strong> Finance shall, not later than <strong>the</strong><br />

thirtieth day after <strong>the</strong> beginning <strong>of</strong> each financial year, cause to be<br />

prepared and laid before <strong>the</strong> National Assembly <strong>the</strong> estimates <strong>of</strong><br />

revenue and expenditure <strong>of</strong> <strong>the</strong> Government for <strong>the</strong> financial year.<br />

(2) The Minister <strong>of</strong> Finance shall, before presenting <strong>the</strong><br />

estimates under clause (1), obtain <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Cabinet in<br />

respect <strong>of</strong> <strong>the</strong> estimates.<br />

(3) The estimates <strong>of</strong> expenditure shall show separately<br />

–<br />

(a) <strong>the</strong> sums <strong>of</strong> money required to meet<br />

expenditures charged on <strong>the</strong> Consolidated<br />

Fund; and<br />

(b) <strong>the</strong> sums <strong>of</strong> money required to meet o<strong>the</strong>r<br />

expenditures, during <strong>the</strong> financial year.<br />

121.(1) At <strong>the</strong> earliest convenient moment before <strong>the</strong><br />

commencement <strong>of</strong> each financial year, but not later than <strong>the</strong><br />

thirtieth day after <strong>the</strong> beginning <strong>of</strong> each financial year, <strong>the</strong> Minister<br />

<strong>of</strong> Finance shall introduce in <strong>the</strong> National Assembly an<br />

Appropriation Bill containing, under appropriate heads <strong>of</strong> <strong>the</strong><br />

several services required, <strong>the</strong> estimated aggregate sums which are<br />

proposed to be expended (o<strong>the</strong>rwise than by way <strong>of</strong> statutory<br />

expenditure) during that financial year.<br />

(2) Subject to <strong>the</strong> relevant provisions <strong>of</strong> this<br />

Constitution, <strong>the</strong> sums voted on <strong>the</strong> estimates <strong>of</strong> expenditure by <strong>the</strong><br />
