<strong>the</strong> Bill in that House, and shall make<br />

provision for <strong>the</strong> proposed Treaty or<br />

<strong>constitution</strong>al instrument, as <strong>the</strong> case may<br />

be, constituting <strong>the</strong> basis <strong>of</strong> <strong>the</strong> proposed<br />

Federation, Confederation or Union or<br />

<strong>constitution</strong>al association, to be submitted<br />

to a popular vote in a public referendum; and<br />

(b) <strong>the</strong> proposed Treaty or <strong>constitution</strong>al<br />

instrument, as <strong>the</strong> case may be, shall not be<br />

deemed approved unless it receives a<br />

favourable vote <strong>of</strong> not less than two-thirds <strong>of</strong><br />

all <strong>the</strong> votes validly cast on that referendum,<br />

where not less than two-thirds <strong>of</strong> <strong>the</strong><br />

electorate would have voted at that<br />

referendum.<br />

(4) A referendum held for <strong>the</strong> purpose stated in<br />

subsections (1) and (2) shall be under <strong>the</strong> supervision <strong>of</strong> <strong>the</strong><br />

Supervisor <strong>of</strong> Elections and shall be conducted in accordance with<br />

<strong>the</strong> provisions <strong>of</strong> Chapter VI <strong>of</strong> this Constitution pertaining to<br />

elections <strong>of</strong> members <strong>of</strong> <strong>the</strong> National Assembly.<br />

(5) A Bill to introduce a Treaty or <strong>constitution</strong>al<br />

instrument, as <strong>the</strong> case may be, for <strong>the</strong> purpose <strong>of</strong> facilitating<br />

Grenada’s entry into a Federation, Confederation or Union, or<br />

some o<strong>the</strong>r form <strong>of</strong> <strong>constitution</strong>al association between Grenada and<br />

any o<strong>the</strong>r State shall not be submitted to <strong>the</strong> President for his or her<br />

assent unless–<br />

(a)<br />

<strong>the</strong>re has been an interval <strong>of</strong> not less than six<br />

(6) months between <strong>the</strong> introduction <strong>of</strong> <strong>the</strong><br />

Bill in <strong>the</strong> National Assembly and <strong>the</strong><br />

beginning <strong>of</strong> <strong>the</strong> proceedings in <strong>the</strong><br />

Assembly on <strong>the</strong> final reading <strong>of</strong> <strong>the</strong> Bill in<br />

that House; and<br />

(b) <strong>the</strong> proposed Treaty or <strong>constitution</strong>al<br />

instrument, as <strong>the</strong> case may be, has been<br />

approved on a referendum by not less than<br />

two-thirds <strong>of</strong> all <strong>the</strong> votes validly cast on that<br />

referendum, where not less than two-thirds<br />

<strong>of</strong> <strong>the</strong> electorate would have voted at that<br />

referendum.<br />

(6) (a) A Bill submitted to <strong>the</strong> President for his or<br />

her assent in accordance with subsection<br />

(4) shall be accompanied by a certificate<br />

under <strong>the</strong> hand <strong>of</strong> <strong>the</strong> Speaker <strong>of</strong> <strong>the</strong><br />

National Assembly (or, if <strong>the</strong> Speaker is for<br />

any reason unable to exercise <strong>the</strong> functions<br />

<strong>of</strong> his or her <strong>of</strong>fice, <strong>the</strong> Deputy Speaker) that<br />

<strong>the</strong> Bill has received <strong>the</strong> approval <strong>of</strong> not less<br />

than three-quarters <strong>of</strong> all <strong>the</strong> members <strong>of</strong> <strong>the</strong><br />

National Assembly; and, by a certificate <strong>of</strong><br />

<strong>the</strong> Supervisor <strong>of</strong> Elections stating that <strong>the</strong><br />
